MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Vice-Chair Barto, Member Delawder, Member Fernstrum and Member Zinkan (4) APPROVAL OF THE MINUTES ID 19-733 May 2, 2019 Hideaway Beach Tax District Meeting Minutes MOTION by Member Zinkan, seconded by Member Delawder, that the Minutes of May 2, 2019 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Vice-Chair Barto, Member Delawder, Member Fernstrum and Member Zinkan ID 19-734 January 23, 2020 Hideaway Beach Tax District Meeting Minutes MOTION by Member Zinkan, seconded by Member Fernstrum, that the Minutes of January 23, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Vice-Chair Barto, Member Delawder, Member Fernstrum and Member Zinkan (5) COMMUNICATION Election of Officers - Chair MOTION by Vice-Chair Barto, seconded by Member Zinkan, to nominiate Board Member Dick Delawder as Chair of the Hideaway Beach Tax District Board. Hideaway Beach Rake - Discussion of Purchase City of Marco Island Florida Page 1 Hideaway Beach Tax District Board Meeting Minutes - Final February 13, 2020 The Board decided to issue a Request for Bid for the equipment needed for beach rakings. Three bids will be collected. Then Tim Pinter, Public Works Director, will prepare a recommendation for City Council review and approval. Once approval is received, a contract with Hideaway Beach for a 7 year lease on the tractor and beach raking service will be executed. ID 19-736 January 21, 2020 Letter MOTION by Vice-Chair Barto, seconded by Member Zinkan, that there be a 7 year lease on the purchase of a tractor that will be leased back to Hideaway Beach Association, be Approved. THE MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Vice-Chair Barto, Member Delawder, Member Fernstrum and Member Zinkan (6) BEACH ISSUES a. Seagrass Monitoring Proposal - Humiston & Moore Mohamed Dabees,Vice President of Humiston & Moore Engineers, presented a proposal to provide annual seagrass monitoring for Hideaway Beach barrow area, with the option to include seagrass assessment within the Tigertail estuary. The task would include seagrass coverage data and analysis as well as a preparation of a brief report. An option is provided to survey throughout the Tigertail estuary to map seagrass conditions. The Board reviewed the terms of the proposal and agreed. ID 19-731 Seagrass monitoring proposal MOTION by Vice-Chair Barto, seconded by Member Fernstrum, that the Humiston & Moore Engineers Seagrass Monitoring and Alternatives Assessment Contract #17-005 dated February 7, 2020 in the amount not to exceed $11,475, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Vice-Chair Barto, Member Delawder, Member Fernstrum and Member Zinkan b. Aerial photos of Hideaway and Tigertail Lagoon ID 19-732 Aerial photos of Hideaway and Tigertail Lagoon (January 28, 2020) The Board's goal after viewing the photos is to enlarge the lagoon and creating a better flow. Members of the Board are also interested on extending part of zone 2 to create better flow and water quality; however, the Board is limited because of the seagrass section near the zone. If that section was to disappear then they could expand it; however, the Board will need to submit a permit for it. c. Collier Creek Management Plan - Michael Poff Mlichael Poff, President of Coastal Engineering Consultants, Inc., shared the summary points of the peer review that CEC performed of the County's Collier Creek Study and Management Plan. The County's numerical modeling was performed in accordance with industry standards. The County considered and assessed a sufficient number of alternatives. The County's proposal for a permeable terminal groin for the State Land Beach is consistent with CEC’s recommendation for a fourth T-groin on the State Land Beach. The structure should help stabilize the northern end of Hideaway Beach’s property. The County's removal and realignment of the terminal jetty is consistent with CEC’s recommendation to relocate the existing jetty. The realignment should improve navigation. City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final February 13, 2020 With respect to the County's proposed Sand Management Plan, recommendations expressed in the County’s presentation and in the report are somewhat different in scale and magnitude; and should be clarified for the District. Mr. Poff referenced the email that he drafted to the City and Mr. Woodward, which Mr. Woodward forwarded to the Board members summarizing the meeting he attended at FSBPA with the County, their consultant, and the DEP engineer. The County stated they want to work with the City and District on advancing their long-term management plan for Collier Creek. The County does not object to the District's desire to expand the borrow area to the northeast parallel to Hideaway Beach. The County does not object to Hideaway renourishing their beach provided they do not overfill the template stating their concern is overfilling will aggravate the infilling of Collier Creek. The County wants Hideaway to put excess sand in the ebb shoal borrow area. The County does not support dredging Tigertail Lagoon. ID 19-737 2020 Hideaway Annual Monitoring Mr. Poff shared his proposal for the 2020 annual monitoring services, development of options for expanding the nearshore borrow area to the northeast, associated permitting with the expansion, and assisting the City and District with technical support services. MOTION by Chair Delawder, seconded by Member Fernstrum, that the Coastal Engineering Consultants, Inc., proposal of hideaway beach erosion control project CEC file No.20.020 dated February 10, 2020 in the amount not to exceed $96,690, be Approved.
