(1) CALL TO ORDER
Chair Delawder called the meeting to order at 1:30 P.M.

(5) APPROVAL OF THE MINUTES
ID 21-2033 Approval of the Minutes from HBTDB Meeting on 12/15/21
Public Works Director Pinter advises the Board of minor changes to the Minutes of December 15, 2021
affecting the summary description of item 6a (Near Shore Borrow Expansion Permitting) submitted by Mr.
Poff. Member Ryan also proposed a correction to the description of the report by Ms. Marielle Nageon De
Lestang on item 6c to note that the reported timetable was for the "incidental take permit" and not the
"biological assessment" as reported in the draft of the December 15, 2021 Minutes.
MOTION by Member Zinkan, seconded by member Fernstrum that the Minutes be
Approved as Amended. MOTION CARRIED BY THE FOLLOWING VOICE VOTE:

(6) STAFF COMMUNICATIONS
a. Near Shore Borrow Area Expansion Permitting (Poff)
Mr. Michael Poff updated the Board stating the DEP issued the "draft permit" & "Notice of Intent to Issue"
for the Near Shore Borrow Area Expansion. The draft has been given to Mr. Pinter for the City to publicize

in the newspaper for a 21 day advertising period. If there are no objections or comments, the state will
then issue the permit. The Corps of Engineers will receive the DEP permit, awaiting on biological opinion
from the Fish & Wildlife Service. The draft opinion has been written and being routed for signatures.
These are all positive steps for the permit process.
A side note of the Collier Creek Management Plan update: The County's permit application was filed and
Mr. Poff will email the Board with any changes. The plan is to realign the channel and redo structures at
the Eastern tip of Hideaway Beach.
Member Linda Ryan would like the County to come to a future meeting and explain the Collier Creek
project, after more information is updated to Board by Mr. Poff and Mr. Dabees at the next meeting.
b. Tigertail Lagoon/ Sand Dollar Island Permitting (Dabees)
Mr. Mohamed Dabees updated the Board that he has received the "intent to issue permit" from the state
and the draft final order. The City has posted the public notice this week, and it is awaiting the State's
action to issue the permit.
On the Federal permit process: the State permit is one of the requirements for the Corp to issue the
permit. The other requirement is the consultation from the Federal Wildlife Service, which is pending
signatures. Then it will be sent to the Ft Myers Office of the Corp to get the permit. The DEP requires an
incidental take authorization from the Fish & Wildlife Commission, which is in process, and will be filed
later this week. Once the permit is in hand, the City can send out for bids around May. All has to be in
place and ready for construction by November 1st, to have the project completed before nesting season in
February 2023.
Rising costs were raised up by Member Fernstrum. Mr. Dabees explained there minimal material costs
involved, and that the dredging industry uses mainly equipment and crews. What affects the pricing is the
fuel for the trucks, and that has been stable.
c. Environmental Monitoring & FWC Coordination (Dabees)
This topic was mentioned with 6b. but Mr. Dabees also stated that they have started the required
monitoring of birds and water quality testing samples prior to the construction.

a. Final District Referendum Request Resolution Update
Mr. Pinter read for the record the Hideaway Beach District Resolution 22-01. Mr.Christopher Roe of
Bryant, Miller Olive noted that if the District was to adopt this resolution, his organization would draft
another similar resolution for the City to consider, referencing the District's referendum that would
essentially mirror the Hideaway resolution.
MOTION by Vice Chair Barto, seconded by Member Fernstrum that Resolution
22-01 be Approved as read. MOTION CARRIED BY ROLL CALL VOTE

(11) COMMITTEE COMMUNICATIONS
a. Confirmation of Board Member Availability for the Next Meeting February 3, 2022 at 1:30 P.M.
The Board decided to next convene on March 7th at 1:30 P.M. All indicated their ability to attend. A
February meeting will not be held.
b. Sharing of Thoughts on Topics of Board Interest (All Members)
Member Fernstrum briefly reviewed the financials, and requested that a new report be prepared for every
monthly meeting.
Member Ryan proposed that the Board receive a report from Mr. Dabees and Mr. Poff outlining expected
project expenses by month or by quarter to make sure they are on track with their budget.
Also shared by Member Ryan was an update on the Communications Plan. She had sent a written project
status update to the City, which then provided it to the City Council with a link to the external video.
Similarly, Ms. Ryan then provided the County Commissioner with the link. The Hideaway Beach
Association sent, on the Board's behalf, the same information to Hideaway Beach residents with a link to
the external video. The external video will be posted to Facebook this week.
At an upcoming meeting, a plan for updating the Hideaway residents on the project status and
Referendum Resolution will be discussed.
Regarding beach raking between the 1000 - 6000 building, Member Fernstrum reported that the extra
debris will need to be collected by hand.

There being no further business before the Board, Chair Delawder adjourned the meeting at 2:32 P.M.
