Tim Hall, Senior Ecologist/ Principal, Turrell Hall & Associates, Inc. City Staff: Timothy Pinter, Director of Public Works Martin Luna, Video/ Broadcast Technician Tracey Barnett, Administrative Assistant for Public Works (3) PLEDGE OF ALLEGIANCE Led by Chair Delawder. (4) APPROVAL OF THE AGENDA MOTION by Member Ryan, seconded by Member Zinkan that the Agenda be Approved. Also item 6d was changed from "2.9" to "2.6". MOTION by Member Zinkan, seconded by Member Fernstrum that the Minutes from the last HBTDB meeting held on March 7, 2022 be Approved as Amended. Temporary Stockpile for North Beach Maintenance Permit Mod Proposal (Poff) ID 22-2201 Temporary Stockpile for North Beach Maintenance Permit Mod Proposal Mr. Michael Poff, President of Coastal Engineering Consultants, L.L.C., reached out to the Florida Department of Environmental Protection to inquire about the temporary stockpile. A discussion ensued regarding the height and width of the stockpile and if the stockpile could be driven on by a tractor to clear potential growth of the standing pile. A motion for the work order so an application process can begin was recommended. MOTION by Member Zinkan, seconded by Member Fernstrum for the temporary stockpile permit modification request, based upon a fixed fee, in the amount not to exceed $7500. be Approved. Tigertail Lagoon/ Sand Dollar Island Update (Dabees) ID 22-2202 Tigertail Lagoon/ Sand Dollar Island Update Mr. Mohamed Dabees, with Humiston & Moore Engineers, stated that H&M is trying to complete the remaining items which includes the incidental sand take authorization from the Fish & Wildlife Commission and the Army Corp of Engineers permit. The Army Corps indicated it has almost all of what it needs, and that it requested a letter from the Audubon Society, which was submitted. Mr. Tim Hall from Turrell Hall & Associates, Inc. updated the Board on the process of the Fish & Wildlife Commission (FWC) incidental take permit. He is submitting his documents by Wednesday morning and FWC has 90 days to issue the permit from the day of the last submittal. (7) PUBLIC COMMENT None. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Financials Update (Fernstrum) ID 22-2203 Financial Update Member Paul Fernstrum, shared the financials with the Board. The gain and loss on investment line was brought up and no one understood that line and asked Mr.Tim Pinter to get an explanation on that from the Finance Department. The rent for the tractor increased, and a contract is being looked at by the tax district attorney, David Tolces. Member Linda Ryan requested that there be more detail listed on the report. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS a. Member Availability for the next meeting on May 13, 2022 @ 1:30 P.M. City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final April 4, 2022 After discussion the Board agreed to have the next meeting on May 13, 2022 @ 1:30 P.M. as scheduled. b. Sharing of Thoughts on Topics of Board Interest (All Members) Mr. Timothy Pinter advised the Board that this will be his last meeting as he is moving away from the City of Marco Island. The Board congratulated him and wished him well in his future endeavors.
