Chair Ryan called the Meeting to order at 1:30PM.

Corrections to the Minutes
The following corrections to the Minutes were made by Chair Ryan:
1. In the motion under item 6 there is a random phrase between two periods that should be deleted. “have
this scheduled for the”
2. Under item 11 “Hideaway Beach Condo Association” should be corrected to read “Hideaway Beach
Association”.
(6) OLD BUSINESS
(a) ID 23-2777 Project Updates from Humiston & Moore and Coastal Engineering.
As of the end of January and the past week, the sand trap was near completion and the focus was on two
elements: 1) work around the sand trap and 2) the extended borrow area near Royal Marco Point. The
current activities were to fill the berm area, dredge and excavate the south flow channel.
The dredge equipment experienced a significant mechanical failure but was expected to be back on the
project in the coming week. The failure should not affect productivity, the outcome and the timeline of
finishing the project given the associated cost to the contractor.
Even though, the delay is not in the best interest of all concerned consideration needs to be given due to
the delays and conditions after Hurricane Ian, worked done at night time with less visibility, human error,
provisions for turtle nesting season and the need for a change order.
(b) ID 23-2779 Additional Professional Services for Environmental Services and
Construction Administration.
MOTION was moved by Member Zinkan, Seonded by Vice Chair Delawder to
approve the additional funding of $28, 922 to Turrell Hall & Assocs., for
construction monitoring and for the additional regular environment monitoring
and annual report in the amount of $16,979 for a total of $45,901
MOTION was moved by Vice Chair Delawder, Seonded by Member Fernstrum to
approve the additional funding of $23,872 to Humiston & Moore for Construction
Administration.
(c) Discussion on Project Timeline and Beach Tilling Option
Beach tilling option will include the project area, that is, the staging and equipment areas. This is about
60% of Hideaway Beach. Grading and tilling may be added from contingencies or any other changes with
the contractor for areas of concerned deemed minor such as the 5000 and 6000 buildings which were
affected by Hurricane Ian.
(d) CEC Update
ID 23-2781 Notice of Intent: Hideaway Beach Nourishment & Groins, Collier Creek
Navigation Segment
Beach tilling and grading are required to be done in the construction access areas and north beach. Any
other area will require notification for permitting, information on nesting season and relocation of nesting.

Members reviewed an overall location map of the permit drawing with intent to issue at the entrance to
Collier Creek. The main elements are expansion of the dredge footprint which will remove the existing
damaged jetty and install a new rock groin structure in the area of the 6000 building on state-owned land
and Collier Creek. The idea is to reduce friction, slow the velocity and reduce pressure off the opposite
shoreline.
(e) ID 23-2688 Discuss the Future Need for Vegetation Removal Services Contract
A joint effort by City Staff and Hideaway Beach Tax District with the vendor (solitude Lake Management)
did not provide corroboration of work done and invoiced for payment. Recommendations have been made
to discontinue service with Solitude Lake Management and pursue a proposal from Turrell Hall & Assocs.
to provide service for future need for vegetation removal on the T-groins.
(f) ID 23-2778 Financial Update for the Month ending January 31, 2023.
The Financial Update as of the end of January 31, 2023, less receipts was 634K cash on hand which was
sufficient, to date, to fund the project. Board Member along with the Lead Engineer, Humiston & Moore
agreed to a joint meeting with the City's Finance Director, in order, to determine the expenditure for a
better understanding of the budget moving forward.

(8) NEW BUSINESS
None.
(9) STAFF COMMUNICATIONS:
(a) City/County Coordination on the Funding Agreement and Change Order #2
Collier County Board of Commission met February 14, 2023 and with a unanimous vote approved the
$921K for the sand impacts from Hurricane Ian. The funds will be administered as a reimbursement.
Also, the City of Marco Island voted to support change order #2 and the funding agreement.
(10) NEXT MEETING: CONFIRMATION & ATTENDANCE
Members agreed that the next Meeting be scheduled for March 23, 2023. Other future proposed Meeting
dates are April 20, 2023 and May 11, 2023. The election of Chair and Vice Chair may be held in May,
2023.
(11) PROPOSED AGENDA TOPICS FOR NEXT MEETING
Members proposed Tilling Plan, Annual Monitoring Report and Vegetation Management to be items on the
Agenda for the next Meeting.
(12) OTHER COMMITTEE COMMUNICATIONS
None.
(13) ADJOURNMENT
There being no further business before the Committee, Chair Ryan adjourned the meeting at 3:15 P.M.
