CHANGES TO THE MINUTES: (6) Old Business (b) The first two paragraphs should be moved to item (a) and read as follows: With work continuing into bird and turtle nesting seasons, part of Turrell Hall and Associates' effort is to work with the contractor to ensure compliance with environmental conditions and clear the beach each work day in order for the contractor to work on the project. Concerns were raised regarding the presence of equipment on the beach past the initial timeline of April 1. Members were reminded that the project was extended to add 85,000 cubic yards of sand from the offshore borrow area. This pushed the end date to May. (11) Other Committee Communications Under County Management, please change "Collier County Commission" to "Collier County Commissioner." Under FDEP there is a typo between "9 AM" and "this". MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder (6) OLD BUSINESS (a) PROJECT UPDATES (H&M) & (CEC): ID 23-2866 Project updates from Humiston & Moore and Coastal Engineering Consultants The Board expressed appreciation to Humiston and Moore for the work being done on the project. Members were informed that the target date for completion is mid May which was being met with challenges from the nesting season for both birds and turtles. The sand trap and borrow area are completed. Grading at the tip of the island has been done to enhance the area for bird nesting. Additional dredging was underway at the entrance to Collier Creek to fill the template on the north beach primarily in front of the 6000 building. Overhung trees and limited space In front of the 5000 building required caution and tapering in order to extend sand in the area. The preconstruction conditions of the berm and lagoon have been relocated about 400 ft - 500 ft offshore. The middle was where substantial amount of sand was needed so about 20K yards of sand has been pumped from the offshore borrow area to this area and the park has received the volume of needed sand. (b) COUNTY EMERGENCY / BERM & North Beach Renourishment Plan Board Members were informed that the Hideaway Beach (north beach) falls within the federal Coastal Barrier Resource Act (CBRA) area which may make it ineligible for FEMA funding for the emergency berm. Given this and the board's concern with road damage from trucked sand, it was recommended that the board use the existing contractor and sand from Collier Creek for the small volume of sand needed to address the north beach hurricane damage. (c) OPERATIONAL MAINTENANCE (H&M) City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final April 21, 2023 (i) Escarpement Management Owing to unpredictable storms and the regrowth of the northern spit with time, it is likely that the next Tigertail Lagoon/ and Sand Dollar Island Project will be in a 3-5 year timeframe. Between now and then, minor maintenance may be required for permit compliance purposes following a storm or prior to bird and turtle nesting seasons. This will require ready access to light mechanical equipment to smooth escarpments, etc. (ii) Fixed Term Contractor Through City or County The options for addressing short-term maintenance included using the existing contractor (s) approved through County Marine Contracts, pre-authorizing an as-needed City contract, and/or using the District's tractor and rake that is operated by the Hideaway Beach Association. It was recommended to pursue using the existing County contract versus pre-authorizing an as-needed City contractor. Next year's budget should include a project maintenance line item of up to $200K. (iii) District Tractor Emergency Use / Maintenance Under Existing HBA Contract The board liked the idea of also using District's existing tractor and rake for minor beach maintenance and asked counsel to review the existing contract to determine any changes that may be necessary. (d) Monthly Financial Update (Fernstrum) ID 23-2868 Monthly Financial Update Overall the District is in a good financial position with 98.3% ($1,009,028) of ad valorem taxes received as of April 19, 2023. The Tourist Development Council (TDC) funding will be in the form of reimbursement to the City for work completion and payment of the dredging of the 85, 000 cubic yards from the offshore borrow area. The City loan has been allocated to the District's budget but does not yet appear to have been drawn down. (e) Draft Budget 2023-2024 (Fernstrum) Board members discussed at length the draft budget for 2023-2024. The discussion will be continued at the next meeting after review by board members of the projected expenses and consultation with the City finance department. (7) NEW BUSINESS None. (8) CITY STAFF COMMUNICATIONS None. (a) COUNTY & CITY MANAGEMENT SITE TOUR There was a site visit on March 30, 2023 with County and City Management, including the Deputy County Manager, the County Director of Parks and Recreation, the County Commissioner for District 1, the City Manager and City Director of Public Works. The site tours included visits to three areas of the project and highlighted the before and after project status. (b) USACE Resiliency Study City of Marco Island Florida Page 3 Hideaway Beach Tax District Board Meeting Minutes - Final April 21, 2023 The resiliency study is a coastal storm risk study by the USACE Norfolk, VA District under sponsorship of Collier County. This is a re-initiation of the 2021 study that was not completed. The goal is to formulate a plan for resiliency for Collier County over the next 50 years that will be cost-justified for spending federal tax dollars along with County funds. Initially, Marco Island was excluded from receiving funding for structural measures such as dune and berm features, flood walls, and flood gates. USACE will be taking a fresh look at these and other nature based features, along with nonstructural measures such as building elevation and floodproofing due to feedback from the City. A USACE team site visit to the Tigertail Lagoon/Sand Dollar Island Project area and the Marco South Beach area is planned over the next week. The end goal is for USACE to include Marco Island or, at least, its entire coastal front in their recommendations from this Coastal Storm Risk study. (9) PUBLIC COMMENT (TIME CERTAIN..) None.
