MOTION by Member Fernstrum, seconded by Member Zinkan, that the Hideaway Beach Tax District Board Meeting Minutes of December 14, 2023 be Approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder (6) OLD BUSINESS ID 24-3370 Project Update from Humiston & Moore Engineers (M. Dabees) Mohamed Dabees of Humiston & Moore Engineering presented a proposal for the first quarter of 2024 for professional services required for project assessment and management, permit compliance and coordination, and preparation of the draft management plan associated with the Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration Project. MOTION by Vice-Chair Delawder, seconded by Member Barto to authorize and issue a Purchase Order to Humiston & Moore Engineers for the first quarter of 2024 for professional services associated with the Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration Project for project assessment and management, permit compliance and coordination, and preparation of the draft management plan in the amount of $29,401, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder Mohamed Dabees of Humiston & Moore Engineering presented a proposal that consisted of environmental professional services required for continuing permit compliance monitoring and maintenance for the first quarter of 2024 for the Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration Project. City of Marco Island Florida Page 1 Hideaway Beach Tax District Board Meeting Minutes - Final January 25, 2024 David Tolces recommended the project name be updated from "Coconut Island Herbicide Application" to "Sand Dollar Island Herbicide Application". Chair Ryan suggested the proposal be approved with the caveat that this wording be corrected. MOTION by Vice-Chair Delawder, seconded by Member Zinkan to authorize and issue a Purchase Order to Humiston & Moore Engineers for the first quarter of 2024 for Environmental Professional Services for permit compliance monitoring and maintenance for the Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration Project in the amount of $17,095, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder M. Dabees mentioned that after herbicide is applied, the vegetation will need to be removed. M. Dabees discussed that they coordinated with Collier County, and they can use their tractor for raking and tilling. Coastal Zone Management will perform the services at the same rate that they previously charged for beach raking. The estimate provided was $100.00 per hour, not to exceed 14 hours. If approved, Coastal Zone Management can perform this work next week. MOTION by Vice-Chair Delawder, seconded by Member ZInkan, that Coastal Zone Management will provide compliance raking services at $100.00 per hour, not to exceed $1400.00, be Approved. Dabees shared highlights of the North Marco Island Regional Sand Management Plan that was presented for feedback to Collier County Coastal Zone management. M. Dabees commented that studies done in the past, including the 1997 Inlet Management Study, form the foundation for the plan. The management plan includes the plan area, stakeholders, prior studies and existing permit authorizations, plan objectives, and management plan features. The management plan features include monitoring, maintenance, and adaptive measures. Coastal Engineering Consultants and Turrell Hall & Associates do the compliance monitoring. Coastal Engineering Consultants does the physical monitoring (surveying) and Turrell Hall & Associates does the environmental monitoring. M. Dabees commented that as Capri Pass is included in the management plan area, the City or the County will need to authorize the condition surveys of Capri Pass which are suggested at an interval of once every two years. As the last survey was done in 2022, he recommended a Capri Pass survey be completed as part of CEC's annual survey in May of this year. The Sand Dollar Island/Tigertail Lagoon maintenance plan is a key focus of the management plan and cost-sharing discussion with the County. ID 24-3371 Emergency Procurement Procedures - D. Tolces David Tolces presented the updated draft of the Hideaway Beach Tax District Emergency Procurement Procedures via Zoom. He will change "Contract" to "agreement" in paragraph number five. David Tolces referred to Ordinance No. 04-05 establishing the Hideaway Beach Tax District and provided his legal opinion on the District's authority. MOTION by Vice-Chair Delawder, seconded by Member Zinkan that the Hideaway Beach Tax District Emergency Procurement Procedures, be Approved. Fernstrum) Member Fernstrum provided a Financial Report Summary as of December 31, 2023. Member Fernstrum highlighted the revenue and expense report, cash on hand, open purchase orders, and available cash. Chair Ryan discussed the additional loan for the emergency repair and the interest fees. Due to the timing, the purchase orders approved in December's meeting are not reflected in this report.The loan from the City was paid off in December. Member Fernstrum commented about reserve funds and Member Barto suggested that the board revisit the handling of reserves for future projects with input from Member Fernstrum at the next meeting. Member Barto and M. Dabees discussed the channel, navigation, and dredging. Justin Martin, P.E. commented on the channel and the natural process. Vice-Chair Delawder expressed his gratitude to M. Dabees for working on the Management Plan and working with the County. (7) NEW BUSINESS None. (8) STAFF COMMUNICATIONS Justin Martin, P.E. received a response from the County, and raking will start on Monday. (9) PUBLIC COMMENT None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE The Board reached consensus on Thursday, February 22nd at 1:30 P.M. for its next Meeting. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING Vice-Chair Delawder raised his concerns about an article that was published in the Coastal Breeze The following topics were raised for the next Meeting: 1.
