Vice Chair Richards called meeting to order at 3:30 p.m.

(3) PLEDGE OF ALLEGIANCE
Led by Vice Chair Richards.
(4) APPROVAL OF THE AGENDA
1. Add: Introduce new member Dave Shagott after (4) APPROVAL OF AGENDA
2. Change: name from Cindy Love to Ashley Lupo as 6.a.
3. Add: Marco Island Racquet Center to 9.c. under OLD BUSINESS
MOTION by Member Siegel, to amend Agenda as stated in Minutes, seconded by
Member Rutledge, that this Amended AGENDA be Approved. MOTION CARRIED

(6) STAFF COMMUNICATIONS
Vice Chair Richards welcome new Member Shagott to BchCRAC.
a. YMCA Pickleball Courts - Ashley Lupo
Ashley Lupo, Board President, YMCA presented update on new Pickleball (PB) courts for
possible completion 2020, after approval ground breaking construction should take few
months from start to finish. After approval, objective to raise enough funds to move
forward.
b. Programs/Facilities - Martha Montgomery
Ms. Montgomery Facilities Supervisor, Mackle Park reported :
Programs:
Camp Mackle/Camp Stellar - 80-100 kids in attendance daily
Facilities:
Jane Hittler Park - plantings added, can't replace missing pavers due to budget.
Mackle Park - painted and waiting for shade structure at Spray Park.
Weed issue in Mackle lake, installed carp fish, hit with insecticide, lake doing better.
Director Smith looked into drainage ditch.
Member Kuhn recommended repair Jane Hittler Park rubber landscape edging to reduce
wash out.

(7) PUBLIC COMMENT (TIME CERTAIN 4:00 P.M.)
Doug Kelly, 61 North Barfield Drive, Racquet Center member stated Pickleball (PB) members (20-25)
concerned with court waiting time. Received 140+ petition signatures to add 2 more PB courts. Parking no
longer issue, been resolved. Some players riding bicycles, parking at City Hall or Mackle Park. Most
players stay longer playing 6-8 games. Requesting fixing tennis court #1 to 4 PB courts.
Vice Chair Richards stated Director Smith and Ms. Malloy with look into MOR Sports for second opinion.
Safety of PB/Tennis lines are posted on MOR Sports website, as option. Will inquire with MOR on
different colored lines, and why complicated changing colored lines. Last year, PRAC voted to add 9 PB
courts in May 2018. Vice Chair Richards requested Ms. Montgomery research why 9 PB courts not
completed.
Member Siegel will email Ms. Montgomery second opinion contractor's name (for another bid) to present to
City Council for additional PB courts at Racquet Center.

Committee
Margaret Bramel, MI resident presented MOR Sports website showing lines on 4 PB courts. She played on
courts with dual lines with no issue. Take #8 tennis court to make 4 PB courts, to avoid irrigation issue,
instead of converting tennis court 8. Instructors agree, parking resolved, PB players ride/car pool to park
elsewhere. Shorter time between games to accommodate 200+ PB players. Members agreed to donate
funds to line PB courts.
Member Shagott thanked staff (Bill/Lee) for Tennis/PB courts working in good playing condition. Three (3)
yrs. had 3 PB courts on #2 court, lines were faint, worked okay.
Member Kuhn stated RC was under utilized, cost $70,000 per year, attendance constant, need for 9 PB
courts. MOTION by Member Kuhn to repair court 1 for 4 pb courts. MOTION delayed to research why
project not completed.

(9) OLD BUSINESS
a. Veterans' Community Park Update
Ms. Montgomery waiting for construction estimate from Kimley-Horn, will forward to
Committee.
Parks & Recreation budget workshop completed. August will inform PRAC if Kimley-Horn
Project FY20 approved. Member Siegel inquired how project funded? 7 million dollars
requested by PRAC for entire project. Get it going, to move forward.
b. Food Spice Garden - Allyson Richards
Need date to schedule to present to City Council.
c. Marco Island Racquet Center Update
See PUBLIC COMMENT, Item (7).

(11) COMMITTEE COMMUNICATIONS
a. FY20 Budget Proposal
Vice Chair Richards not sure if Chair Portu attended Monday budget meeting, and unsure
what transpired.
b. PRAC 2019 Summer Meeting Schedule
After surveying member attendance for summer months, Vice Chair Richards
recommended continue regular summer scheduled meeting dates without interruption.
Member Kuhn requesting moving PRAC meeting to second Tuesday of every month
starting at 3:30 p.m to allow meeting stay in front of City Council for faster responses, if
needed.

Committee
Andrew Kirlin, BAC Chair, stated City Council postponed until July 17th. PRAC needs to
present proposed FY20 budget to ensure Capital Funds for Veterans' Community Park in
budget with needed funds for Band Shell project.
Vice Chair Richards read letter addressed to Committee Chairs, written by City Councilor
Chair Brechnitz on member responsibilities, decorum, and abiding by Committee
Handbook rules and regulations.
