Chair Portu called the meeting to order at 3:30 p.m.

(4) INTRODUCTION OF NEW PRAC MEMBER DOUG KELLY
City Council Chairman Jared Grifoni came forward to welcome the new Committee Members and reiterate
City Council expections. Chair Grifoni reassured all Committee Members that they can reach out to him
with questions.
Chair Portu introduced and welcomed new Committee Member Doug Kelly.
(5) ELECTION OF CHAIR AND VICE-CHAIR

MOTION by Member Siegel, seconded by Vice-Chair Richards, nominating Chair
Portu to continue as Committee Chair of the Parks and Recreation Advisory

(8) STAFF COMMUNICATIONS
a. February 2021 Staff Report

Manager of Parks, Culture & Recreation Samantha Malloy briefly highlighted the March
13th Island Rocks Concert, citing the special event is the last concert till the renovations
at Veterans’ Community Park are complete. Mrs. Malloy informed the Committee about
the recent vandalism at Mackle Park and stated staff is discussing additional security
cameras.
Mrs. Malloy continued to address the Committees questions and concerns regarding the
financials and operation of the Racquet Center and the relocation of the Farmers Market
to Mackle Park.

(10) PRESENTATIONS
a. San Marco Senior Living Facility Green Space Donation
ID 21-1382 San Marco Senior Living Facility Rendering
Community Affairs Director Daniel Smith introduced the San Marco Senior Living Facility
applicant and the City staff recommendation for the rezoning request. The request
includes 1.87 acres of open space to be offered as a donation to the City of Marco Island
as a public park. Mr. Smith relayed City Council’s request for PRAC to analyze the open
space donation.
Mr. Chancey, a Senior Managing Partner of Chancey Design of Tampa, Florida, was
accompanied by Attorney Craig Woodward of Woodward, Pires & Lombardo, P.A., and
Mr. Patrick Vanasse, AICP and Director of Planning / Project Manager with RWA
Engineering of Naples, Florida.
Mr. Chancey described the site location and the proposed Planned Unit Development
(PUD) request. The Park Parcel Agreement was presented to the Committee which

includes the purchasing of the land, deeding the parkland to the City, developer park
improvements up to $462,500, and developer maintenance for thirty years.
Member Kuhn questioned the sidewalk width, the availability of the helicopter pad, site
aesthetics, requested benches, and fitness circuit equipment.
Chair Portu expressed his dissatisfaction regarding the specific park location on the
property, the community’s accessibility, and the original acquisition of the land.
Member Connor stated the need for a restroom facility on the proposed parkland and
questioned the opportunity to fish recreationally.
Mr. Chancey, Attorney Craig Woodward, and Mr. Vanasse addressed additional questions
and concerns raised by multiple Committee Members.
Chair Portu then called for Public Comment.
Mr. Richard Blonna (City Councilman and resident at San Marco Rd.), speaking as a City
Councilman, stated City Council was requesting guidance from PRAC regarding the look
and design of the proposed park. Mr. Blonna, then speaking as a private citizen,
expressed his support for the proposed park.
The Committee Members came to a consensus to move forward regarding the design of
the park. The additional areas discussed were:
1) Minimum two individual stall standalone restroom facility
2) Fitness circuit amenities
3) A wide path at a minimum of 8ft allowing access from Bald Eagle Dr. down to the
waterfront
4) Picnic area addition with tables
5) Off-street signage from San Marco Rd. and Bald Eagle Dr.
6) Bike Rack
Mr. Smith reassured the Committee that more costly items or modifications can be given
to City Council with their recommendation.
Motion by Member Kuhn, seconded by Member Siegel, that the
Parks and Recreation Advisory Committee Accepts the Presented
Park Parcel from the San Marco Senior Living Facility Located at
40 South Heathwood Drive, Marco Island, FL 34145 with a
Minimum of Two Individual Stall Standalone Restroom Facility,
Fitness Amenities, a Wide Access Path at a Minimum of 8ft from
Bald Eagle Dr. Down to the Waterfront, a Picnic Area with Tables,
Off Street Signage from San Marco Rd. to Bald Eagle Dr., and a
Bike Rack, be approved. MOTION CARRIED BY THE FOLLOWING

Motion to Extend the Meeting
MOTION by Vice-Chair Richards, seconded by Member Kelly, to extend the Parks

b. Veterans' Community Park Update with Kimley-Horn
Community Affairs Director Daniel Smith introduced Mr. James Pankonin, Lead
Landscape Architect / Urban Designer with Kimley-Horn & Associates. Mr. Pankonin
presented the final rendering for Veterans' Community Park, explaining the main changes
from the Master Plan. The changes consisted of a new geometrical layout surrounding the
multigenerational play area, a defined shape around the bandshell, access and sidewalk
adjustments nearby the restroom, and minor changes around the boardwalk.
Member Kuhn questioned the necessity of the multigenerational playground. Chair Portu
answered the play area is artistic and functional for all ages. The bandshell square
footage and amenities were thoroughly discussed with Committee Members inquiring on
the changes due to price. Member Kelly questioned the number of people that can be
allowed within the vicinity of the bandshell. Mr. Pankonin stated the answer is ambiguous
as it depends on the amount of assigned square footage per person.
Continuing with the presentation, Mr. Pankonin noted the artificial turf surface surrounding
the restroom, the landscape design at the Veterans Memorial, and the details of the
waterfront boardwalk. Mr. Pankonin answered Committee questions regarding electrical
and water hook up noting infrastructure will be in place for additional hookups. Mr.
Pankonin also answered Committee questions regarding kayak access, shade structures
over the play area, hurricane impact on hanging apparatuses, diverse artistic functional
play equipment, landscape design, and distinct signage for the park entrance.
Motion by Vice Chair Richards, seconded by Member Siegel, that
the Site Development Plan for Veterans’ Community Park as
presented by Kimley-Horn & Associates be approved. MOTION
