Chair Richards stated the PRAC list and voting records were sent to Samantha Malloy, Manager, Parks, Culture and Recreation. The list, voting records, and speech will be sent to Councilor Blonna. Chair Richards recommended submitting Goal 1. Goal 1 – Actively Participate in the Parks Master Plan process. Objective 1 – Review Scope of Work, provide input to the project team, allow community the opportunity to provide feedback and recommendations. (7) NEW BUSINESS Vietnam Sculpture Update, Lee Rubenstein, The American Legion ID 23-3195 Vietnam Sculpture Update Lee Rubenstein, Commander, The American Legion Post in Marco Island, and former Fundraising Chairman of Veterans Community Park presented an update on the Vietnam Sculpture for Veterans Community Park. The size of the sculpture will be 11 ft wide x 10 ft tall with a base of 6 to 8 ft. It will sit on a 2-3 ft concrete pedestal finished in marble or granite. Affordable Landscaping also attended and gave some insight into the project. The cost of the project will be about $500,000. There is no cost to the city for the sculpture. The city will have to pay for the maintenance of the sculpture. (8) STAFF COMMUNICATIONS ID 23-3194 October Staff Report Samantha Malloy, Manager, Parks, Culture and Recreation asked if anyone had any questions. Chair Richards asked about the numbers at the Racquet Center. Ms. Malloy stated the numbers are about the same. Member Hogan asked how the bid process is going for the Racquet Center. Miguel Carballo, Fleets and Facilities Manager, mentioned the full design package was presented to City Council on October 4th, Council approved the proposal for the full design package and a purchase order was issued yesterday. A kick-off meeting will be scheduled to discuss a final design package. Construction should begin around May of 2024. Ms. Malloy mentioned that Parks and Recreation have been in discussion with the Perez Company for the parks Master Plan project. Parks and Recreation along with the Perez Company will be making a presentation at the January 16, 2024, PRAC meeting. The time of the meeting will be moved to 3:00 pm and then afterwards, there will be a community meeting. The location of the community meeting has not been determined yet. As soon as Parks and Recreation receives the scope of work, PRAC members will be kept updated. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final October 17, 2023 Committee (9) PUBLIC COMMENT Fionna Winter, (Perrine Court), Marco Island, presented an idea of putting purple martins nesting box(es) at Veterans Community Park. Ms. Winter asked if the city could find funding for these boxes. Samantha Malloy, Manager, Parks, Culture and Recreation mentioned that at this time, Parks and Recreation does not have the funds for FY24. This item can be discussed for FY25. Chair Richards inquired about a private citizen paying for the nesting box(es) and what would the procedure be. Martha Montgomery, Fleets and Facilities Supervisor explained the details of installing a nesting box(es), i.e., certain locations and close to water. Fleets and Facilities will research how much, how big and location for the nesting box(es). Ms. Malloy suggested before purchasing the nesting box(es), to contact Fleets and Facilities for direction. Miguel Carballo, Fleets and Facilities Manager stated once the item is received, it would take about a week to install. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE Next PRAC Meeting will be held on November 21, 2023 at 3:30 pm. Propose to change December PRAC Meeting from December 19 to December 12th, 2023 at 3:30 pm. Chair Richards confirms attendance for the November 21, 2023, PRAC Meeting. A proposal to move the December 19th meeting to December 12th has been made. Chair Richards confirms attendance at the new suggested meeting. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING Vietnam Sculpture Pool table repair and maintenance at Mackle Park. (12) OTHER COMMITTEE COMMUNICATIONS None.
