Chair Richards called the meeting to order at 3:30pm on July 16th, 2024.

(6) OLD BUSINESS
ID 24-3722 Owls and Rodenticide
Heather Reed, Fleet and Facilities Coordinator gives an update on the Owls and
Rodenticide project. Fleet and Facilities has been working with Growth
Management, specifically the environmental planner, Kathryn Grigsby. They
have been in contact with Wisdom Goodworks, a non-profit, to obtain Good Bites,
an alternative and organic birth control for rodents. This is to be placed at
Mackle Park as the first location. This is in the procurement stage as Fleet and
Facilities is trying to obtain this product.
Chair Richards mentions that several owls have been found dead and when they
are sent off for testing, they are finding that the rodenticide from eating dead rats
is killing them. Chair Richards asks what is involved in testing this new option for
rat control at Mackle Park.
Heather Reed, Fleet and Facilities Coordinator states that the new rat birth
control will come in the form of pellets and will be placed into similar bait boxes
that are at Mackle Park. Ms. Reed states that the agreement with Masey covers
all the parks but we will be testing this new method at Mackle Park first.
Daniel Smith, Director, Community Affairs mentions an article in the Community
affairs staff report that goes to city council includes an article in the
environmental portion that mentions how the coyotes on Marco Island eat 40-50
rats within a 4-hour period.

ID 24-3715 July Staff Report
Samantha Malloy, Manager, Parks, Culture, and Recreation provided an update
on summer camp registration and participants. At the time of the meeting,
summer camp had 178 registrations with a daily average of about 70 campers.
Mackle Park also started hosting the Hailey Mae Art Class, which was well
received by the community. Parks and Recreation would like to continue this
class into season and is working with Ms. Hailey to try and work out the logistics.
Be Fit Over 50 is continuing at the Racquet Center and has higher numbers this
summer compared to last summer. The instructor is moving after the summer, but
a replacement instructor has already been found and is ready to fill her spot.
With summer camp wrapping up, august will be a logistical planning month for
the department going into the busy season. Be fit Over 50 will look different next
summer due to the Racquet Center construction taking out the space where the
class is currently taking place in the summer. Ms. Malloy stated that with camp
going on we will not be able to accommodate them at Mackle Park due to a lack
of space.
ID 24-3730 VCP Art Project
Samantha Malloy, Manager, Parks, Culture, and Recreation gives an update
about a proposed art project. We have some local artists who reached out and
are interested in painting the walls of the restroom building at Veterans
Community Park. They will be coming to the August PRAC committee meeting to
present their ideas. The Beautification Committee chair will also be coming to
the August PRAC meeting to discuss the potential of a new park at the parcel of
land next to the racquet center.
Ms. Siegel asked about how we would find the price of getting the building
painted in a primer before the artists can paint.
Ms. Malloy says we cannot get an exact price until we know the artist’s vision for
the project. We will need a quote from a company to paint the primer, but the
department does not have additional funds to put towards this project. We will
need to gather public input and comments about this project before we make
any decisions.
Chair Richards asks if this will conflict with Mr. Rubenstein’s idea of turning that
building into a welcome center. We will be inviting him to give his ideas about
this at the September PRAC meeting.
ID 24-3732 Dog Park Update
Heather Reed, Fleets and Facilities Coordinator gives an update about the Dog
Park. Fleets and Facilities has received the purchase order for the new sod for
the dog park. Affordable landscaping will need a month to receive the sod and
then install sometime in August.
Ms. Richards asks if they will be sectioning off the dog park to do the work in
sections. Ms. Reed says a temporary fence will be put up to allow the sod to take
root into the ground.
Ms. Richards asks for an update on the repairs to the Airnasium at Mackle Park.
Ms. Malloy gives an update stating the patchwork done to the roof has fixed the
issues with the puddles on the court.
Ms. Reed states that the design costs to re-do the Airnasium is going to city

council for approval, the estimate is $84,000.
Ms. Reed gives an update on the Spray Park; the vendor has the contract and
Fleets and Facilities is looking to submit the direct material purchase for
machinery.
Ms. Hogan asks Ms. Malloy how we will be locking the gates for the Racquet
center since there are updated hours. Ms. Malloy states that Mackle Park staff go
and lock the gates when they close the park to adhere to the new closing policy
and hours.
(9) CITY COUNCIL COMMUNICATION
Mr. Palumbo states he loves camp Mackle and liked supporting the Camp via
more funding. He also asks if the schools can donate or allow the Parks to use
their space.
Ms. Malloy states that she has already reached out that is not a viable option to
use for adult classes.
Mr. Palumbo is trying to reach out to some citizens to get us more shade donated
to the parks. Specifically, Veterans Community Park. He states we are severely
lacking in shade and will try to gather funding and ideas to solve this problem.
