Pinter, P.E. Thursday, March 21, 2019 9:00 AM Community Room (1) CALL TO ORDER Chair Woodoworth called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Shade Absent: 1- Member Wilson (3) PLEDGE OF ALLEGIANCE (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Crain, seconded by Member Sokol, to approve the March 21, 2019 Waterways Advisory Committee Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Shade Not Present: 1- Member Wilson (5) APPROVAL OF THE MINUTES (It is noted for the record Member Wilson is now present for the meeting at 9:03 A.M.) a. ID 19-160 February 21, 2019 Waterways Advisory Committee Meeting Minutes MOTION by Vice-Chair Crain, seconded by Member Roth, to approve the February 21, 2019 Waterways Advisory Committee Meeting Mintues. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final March 21, 2019 (6) STAFF COMMUNICATIONS Public Works Director Tim Pinter advised there was nothing new to report but was available to answer the Committee's questions or concerns. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) Mr. Dan Woodworth, 1567 Jamaica Court, said he just built his house and it has three (3) stormwater drains in front of his house at the bottom of the swales. He is asking if the drains should be raised to the street level. Public Works Director Tim Pinter responded there will be adjustments to elevate the storm grates when the swales are regraded. Mr. David Rasmussen, 1495 Caxambas Court, commented that science will prove his comments made during his presentation and expressed his disappointment in the committee not backing a recommendation of a feasibility study of his suggestions. (8) PRESENTATIONS a. ID 19-163 Reuse and Potable Water - Councilor Sam Young Councilor Sam Young, 191 Lamplighter Drive and Mr. David Rasmussen, 1495 Caxambas Court, gave a presentation on the nitrogen and phosphorus in reuse and potable water and answered the Committee's questions and concerns. b. Reuse Water Discussion - General Manager Water and Sewer Jeff Poteet Water and Sewer General Manager Jeff Poteet provided a presentation and answered the Committee's questions and concerns. ID 19-225 Water Reclamation Presentation MOTION by Member Trotter, seconded by Member Wilson, to support a feasiblity study to City Council. MOTION FAILED BY THE FOLLOWING VOTE: Yes: 3- Chair Woodworth, Member Trotter and Member Wilson No: 4- Member Roth, Member Sokol, Vice-Chair Crain and Member Shade (9) OLD BUSINESS - None (10) NEW BUSINESS a. ID 19-164 Waterways Advisory Committee Priority List Discussion - Chair Woodworth Chair Woodworth held a discussion on the Waterways Advisory Committee priority list that was circulated at the last meeting to the Committee Members. Public Works Director Tim Pinter advised the Chair he did not receive any responses from the Committee Members. It was suggested each Committee Member fill out the priority list and forward for discussion at the next meeting. ID 19-165 Fiscal Year 2020 Budget Preparation - Public Works Director Tim Pinter Public Works Director Tim Pinter explained the budget preparation process for the committee. He noted there is a form to be filled out with the prioritized items, an explanation of what the budget item is and an estimated amount of what each one of the tasks would cost. That document will be sent to Public Works Director Tim Pinter who will present it to the City Manager to be included in the budget process. He noted it is due on the City Manager's desk by April 30, 2019. c. ID 19-166 Waterways Advisory Committee Mission Statement - Public Works Director Tim Pinter Public Works Director Tim Pinter provided the Committee their mission statement and advised them that their task is to review and update the mission statement and Staff will then prepare a Resolution that will document what the actual mission statement is. He noted it is not time critical but suggested forwarding to the May or June meeting. d. ID 19-167 “Homeowner Letter” Discussion Item - Chair Woodworth Chair Woodworth circulated his draft copy of the homeowner letter which he said could be part of an awareness campaign. He advised the Committee Members that he made contact with a marketing company in Naples and the cost was in the $25,000. range, not including printing and postage. (11) COMMITTEE COMMUNICATIONS Committee Member Trotter is asking for the Marco Island Marine Police report for the next meeting and is seeking the Army Corp of Engineer's report regarding the flushing in Smokehouse Bay. Committee Member Sokol commented on the priority list and suggested the Committee choose one, two, or three issues to focus on. Committee Member Roth spoke about impervious surfaces and illegal roof discharges. He asked Public Works Director Tim Pinter about swale reconstruction and suggested placing a discussion on infiltration trenches for the next meeting.
