Thursday, December 19, 2019 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 a.m. (2) ROLL CALL Present: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson Absent: 1- Member Wilson (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth. (4) APPROVAL OF THE AGENDA MOTION by Member Thompson, seconded by Member Roth, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson (5) APPROVAL OF THE MINUTES ID 19-676 Draft of November 21, 2019 Waterways Advisory Committee Meeting Minutes MOTION by Member Sokol, seconded by Vice-Chair Crain, that the November 21, 2019 Waterways Advisory Committee meeting minutes be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson (6) STAFF COMMUNICATIONS a. Monthly Water Testing update City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final December 19, 2019 Vice-Chair Crain expressed his concern about water quality testing and questioned how long we should be testing the water. Storm Water Engineer Jason Tomassetti responded that water quality testing is recommended about 12 to 18 months, depending on the location being tested. b. ERD update Storm Water Engineer Jason Tomassetti met with ERD Consultant, Dr. Harper, to go over and revise the water testing scope to have it finalized for January. (7) PUBLIC COMMENT Jack Williams, Marco Island resident, stated that although the Waterways Advisory Committee has the right intention, there are not any actions being taken. He made it clear that he wishes City Council would involve themselves more to make a difference for the City of Marco Island. (8) PRESENTATIONS None (9) OLD BUSINESS a. Marketing proposal / educational brochure – Member Wilson Member Wilson was not present. b. Fish kill cleanup – Chair Woodworth Chair Woodworth questioned if there was a plan to handle any issues involving dead fish in the water. Storm Water Engineer Jason Tomassetti responded with "not at the moment." Member Sokol stated that he will submit a proposal about the fish clean up situation. He strongly believes that it should be someone local that can respond and get to the situation right away. Chair Woodworth commented that we should address these concerns to City Council and have the City Manager comment about the issue. (10) NEW BUSINESS a. Clean Water Brochures/Material – Vice Chair Crain Vice-Chair Crain said that he would volunteer and do a powerpoint/brochure about the importance of the waterways. ID 19-673 Discussion b. WAC Mission Statement Member Sokol will draft a proposal to amend the mission statement. ID 19-674 Discussion c. MS4 Ordinance discussion Member Roth stated that BMP are supposed to be applied to development projects. However, with the attachment for this discussion, home construction is also included on page 10. The issue with this City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final December 19, 2019 is that we have eliminated this from the City of Marco Island's MS4. Member Roth said there have been a lot of regulations that have been removed from the ordinance and the City should reinstate and add more as well. He would also like to submit some information that he thinks is revelant that should be utilized to amend the ordinance. Member Roth voiced out about runoff water from the roofs being very bad and that we need to make more changes to not allow anymore runoff water to enter our canals. ID 19-675 Discussion (11) COMMITTEE COMMUNICATIONS Chair Woodworth stated that the City of Marco Island needs more support for law enforcement. Vice-Chair Crain also believes that we should have more enforcement and support. Member Sokol also made a comment about enforcement and how actions need to be taken or people are going to continue doing as they please.
