Waterways Advisory Committee Meeting Minutes - Final December 14, 2023
(1) CALL TO ORDER
Chair Winter called the Meeting to order at 8:30 A.M.
(2) ROLL CALL
Present: 6- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Chair Winter and
Member Wordehoff
(Note: Member Inacker attended via telephone.)

Led by Chair Winter.
(4) ELECTION OF VICE-CHAIR
ID 23-3309 Election of Vice-Chair
Chair Winter suggested it was an appropriate time to nominate a Vice-Chair. Chair Winter welcomed
discussion from the Board, then nominated Member High to be Vice-Chair of the Waterways Advisory
Committee.
MOTION by Chair Winter, seconded by Member Sokol to nominate Member High
to be Vice-Chair of the Waterways Advisory Committee.

(5) APPROVAL OF THE AGENDA
CHANGES TO THE AGENDA:
Chair Winter commented the Hydrodynamic Study Update, listed under Old Business, will be discussed at
the Waterways Advisory Committee Meeting scheduled on January 25, 2024. The expert will need a
remote invite to attend.
MOTION by Member Wordehoff, seconded by Member Sokol that the Agenda be
approved as amended.

Advisory Committee Minutes of November 16, 2023, be approved.

(7) OLD BUSINESS
ID 23-3310 Hydrodynamic Study Update
Agenda item ID 23-3310 will be discussed on January 25, 2024.
(8) NEW BUSINESS
ID 23-3311 Caxambas Pass, Marco Island, Florida
Vice-Chair High met with the engineers that worked on the Hideaway/Sand Dollar Island Project.
Vice-Chair High discussed Caxambas and Marco Pass with Mohamed Dabees (Humiston & Moore) and
Michael Poff (Coastal Engineering). Vice-Chair High provided a summary of their discussion regarding inlet
management plans, dredging cycles, and management plan recommendations. Vice-Chair High
commented Mohamed Dabees (Humiston & Moore) and Michael Poff (Coastal Engineering) are very
knowledgeable and suggested they attend a Meeting to provide additional information to the board.
The Board and Justin Martin, P.E, Director of Public Works discussed the inlet management plan would
be a Collier County function. Councilor Blonna commented on the inlet management plans and funding.
Justin Martin, P.E. also mention that Collier County Coastal Zone Management would be the point of
contact for the inlet management plans. The Board and Justin Martin, P.E. discussed a plan to move
forward and funding. Justin Martin, P.E. will request proposals and Vice-Chair High will reach out to Collier
County Costal Zone Management.
Public Comment - David Crain - Marco Island Resident
David Crain commented on the Coastal Advisory Committee.
ID 23-3312 Review and discuss Marco Island Waterways
Vice-Chair High and Chair Winter discussed the topics of unnavigable areas, markers, signs, docks,
canopies, and seawalls within city limits. Justin Martin, P.E., Director of Public Works, commented
canopies are a growth management topic and seawalls are a code enforcement topic. The Board and
Justin Martin, P.E., discussed City and County waterways.
Councilor Blonna, Justin Martin, P.E., and the Board discussed the City jurisdiction and canal waterway
maintenance. Justin Martin, P.E., mentioned that the City limit map is on the City website and
summarized anything beyond 25 feet of the land mass of Marco Island is Collier County jurisdiction. He
also provided information about the FWC markers.
ID 23-3308 Assignment of Waterways Committee Subject Area Leaders
Chair Winter led the discussion with the Committee on the identification and assignment of subject area
leaders for certain waterways-related topics and areas of focus. Chair Winter acknowledged this process
will be a collaborative effort. Councilor Blonna commented non-motorized vessels and a safe access point
should be acknowledged.
The Board reviewed and discussed the following:

1. Navigation (navigation in and around Marco Island, navigational markers, dredging, and channel
navigability) - Vice-Chair High, Member Snider, and Member Inacker
2. Water quality and related issues - Member Wordehoff and Chair Winter
3. Seawall regulations, permits, and related concerns (seawalls and docks) - Member Sokol
4. Public education efforts - Chair Winter
5. Conservation initiatives (safety and website) - Chair Winter
Non-motorized and safe access - The Board commented this topic will involve multiple Committees, this
will be a collaborative group effort.
(9) STAFF COMMUNICATIONS
Justin Martin, P.E., Director of Public Works introduced the department's new engineer, Zurima Luff, MS,
PMP.
(10) CITY COUNCIL COMMUNICATION
Councilor Blonna commented he is available and provided insight on the Sunshine Law.
(11) PUBLIC COMMENT
David Crain - Marco Island Resident
David Crain presented nitrogen and phosphorus data. He also discussed the depth and circulation of
canals.
(Note: Member Snider left the Committee Meeting at 9:59 A.M.)
(12) NEXT MEETING: CONFIRMATION & ATTENDANCE
January 11, 2024 at 8:30 A.M. was confirmed to be the next Workshop. January 25, 2024 at 8:30 A.M.
was confirmed to be the next Meeting.
(13) PROPOSED AGENDA TOPICS FOR NEXT MEETING
Defining goals was proposed as an Agenda topic for the Board's January Meeting.
(14) OTHER COMMITTEE COMMUNICATIONS
None.

There being no further business before the Board, Chair Winter adjourned the Meeting at 10:05 A.M.
