(2) ROLL CALL Present: 6- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff Also Present: City Staff: Councilor, Rich Blonna Joan Taylor, City Clerk Justin Martin, P.E., Director of Public Works Zurima Luff, MS, PMP, Stormwater Engineer Tara Kosieracki, Administrative/Project Coordinator Martin Luna, Visual/Broadcast Technician (3) PLEDGE OF ALLEGIANCE Led by Chair Winter. (4) APPROVAL OF THE AGENDA MOTION by Member Inacker, seconded by Member Sokol, that the Agenda be approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (5) APPROVAL OF THE MINUTES ID 24-3494 Approval of the Waterways Advisory Committee Meeting Minutes of February 22, 2024. MOTION by Member Wordehoff, seconded by Member Inacker, that the Waterways Advisory Committee Workshop Minutes of February 22, 2024 be approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (6) OLD BUSINESS (7) NEW BUSINESS ID 24-3495 Discuss and Allocate Goals (3 & 4) to the Waterways Advisory Committee Members. Councilor Blonna and the Waterways Advisory Committee discussed, reviewed, and revised Goal 3 and Goal 4. Councilor Blonna and the Board ensued conversation regarding the homeowners and various agency responsibilities. The Board discussed the requirement and permitting process, code standards, and public City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final March 21, 2024 education. Member Sokol commented on the Army Corp and DEP compliance and requirements. Councilor Blonna and Member Sokol discussed seawall requirements and the possibility of a checklist for clarification purposes. Public Comment: Nick Pierson of Bayshore Marine Consulting, LLC commented on the assisted living facility and permit requirements. Justin Martin, P.E., Director of Public Works explained why the Public Works Department would be involved with seawall permits in the locations where stormwater outfall pipes are present. Councilor Blonna and the Board ensued conversation regarding boat rentals, safety, and education. Chair Winter noted that a draft should be written with items that require a budget. ID 24-3496 Water Quality Status & Trends to be presented by Member Wordehoff. Member Wordehoff provided a presentation and summarized the report data for water quality status and trends. Member Wordehoff discussed the sampling locations, parameters tested, numeric nutrient criterion, and FDEP NNC Assessment of 2024. The Board and Member Wordehoff discussed the data and levels of impairment. Justin Martin, P.E. commented on the wastewater operations. Public Comment: Nick Pierson of Bayshore Marine Consulting, LLC ensued conversation with Member Wordehoff about the collection sites and offshore data. Nick Pierson raised his concerns about vacant lots and staging areas. He also mentioned there is a Meeting with the FWC. (8) STAFF COMMUNICATIONS Justin Martin, P.E. summarized programs, funding, and provided insight for the Fiscal Year 2025 budget. (9) CITY COUNCIL COMMUNICATION Councilor Blonna provided an update on the following: 1. Charlotte Roman of South Florida Water Management District. 2. FGCU intern. 3. Comprehensive plan. 4. Carlos Perez of Perez Planning. (10) PUBLIC COMMENT Public Comments are listed under "New Business." (11) NEXT MEETING: CONFIRMATION & ATTENDANCE The next Meeting is scheduled for April 18, 2024 at 8:30 A.M.
