MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (6) OLD BUSINESS ID 24-3630 Waterways Advisory Committee Goal Review At the request of Chair Winter, the Waterway Advisory Committee discussed and prioritized the list of goals. The Committee, Councilor Blonna, and Justin Martin, P.E., Director of Public Works ensued conversation regarding the budget and goal items. The Committee discussed, reviewed, and revised Goals 1-4: Goal 1: Water quality issues. The WAC Committee discussed, revised, and updated Goal 1. The WAC Committee ensued conversation regarding water quality, cost benefit analysis of AWT, algae, and benthic matt. Chair Winter mentioned he City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final May 16, 2024 will provide an updated list of Goals. Goal 2: Safe boating and navigation issues. The WAC Committee discussed, revised, and updated Goal 2. The WAC Committee ensued conversation regarding shoaling and navigation aids. Justin Martin, P.E. provided an update on the historical markers near Tigertail Lagoon. The City will replace three historical markers in the Tigertail Lagoon flow channel. Justin Martin, P.E. summarized the permit, survey, and restoration process. Chair Winter commented that the non-motorized vessel topic can be addressed through the Parks and Recreation Department. 3. Goal 3: Seawall and boat dock issues. The WAC Committee discussed, revised, and updated Goal 3. The WAC Committee ensued conversation regarding the updated code language and guidelines for seawalls, identify what constitutes a hazard with seawalls and docks to help with code enforcement, and develop a guideline for closing and opening seawall dock permits. 4. Goal 4: Public awareness and education issues. The WAC Committee discussed, revised, and updated Goal 4. The WAC Committee ensued conversation regarding waterways awareness and website resources. (7) NEW BUSINESS None. (8) STAFF COMMUNICATIONS Justin Martin, P.E., Director of Public Works discussed and clarified the City fiscal year end dates. Justin Martin P.E. mentioned the last bathymetric survey was conducted in 2005, and discussed the bathymetric survey quote obtained in the amount of $90,000.00 for the Marco Island waterways. The bathymetric survey would be considered as a operational expense. Chair Winter summarized the topics that require budgeting. (9) CITY COUNCIL COMMUNICATION (10) PUBLIC COMMENT Ed Wierback, owner of Aqua Marine Construction, raised his concerns regarding the loading zones for marine contractors. He spoke about permitting process and mentioned that he has worked on the island since 1993. Chair Winter mentioned this issue will get more challenging due to the limited amount of lots remaining on the island. Ed Wierback and the Committee ensued conversation regarding steel beams that are not marked near Horr's Island. (11) NEXT MEETING: CONFIRMATION & ATTENDANCE The next Meeting is scheduled for June 20, 2024 at 8:30 A.M. ID 24-3611 Summer Meeting Schedule for Waterways Advisory Committee The Committee discussed the summer meeting dates: June 20, 2024 July 18, 2024 - Cancelled August 15, 2024 (12) PROPOSED AGENDA TOPICS FOR NEXT MEETING TBD (13) OTHER COMMITTEE COMMUNICATIONS None.
