(2) ROLL CALL Present: 7- Vice-Chair High, Member Inacker, Member Snider, Member Sokol, Member Vlasuk, Member Wordehoff and Chair Winter Also Present CITY STAFF: Mr. Justin Martin, Public Works Director Ms. Zurima Luff, Storm Water Engineer Mr. Martin Luna, Audio/Visual Technician Mr. Jim Kornas, Recording Specialist (3) PLEDGE OF ALLEGIANCE Led by Chair Winter. (4) INTRODUCTION OF NEW COMMITTEE MEMBER ID 24-3716 Introduction of New Committee Member George Vlasuk At the request of Committee Chair Martin Winter, new Waterways Advisory Committee Member George Vlasuk shared a brief summary of his background and interest in serving on the Committee. (5) APPROVAL OF THE AGENDA MOTION by Member Wordehoff, seconded by Member Sokol, that the Agenda be Approved. (8) NEW BUSINESS ID 24-3670 Potentially Toxigenic (PTOX) Cyanobacteria Screen Report City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final August 15, 2024 Waterways Advisory Committee Member Eugene Wordehoff presented and reviewed the results of the first test of Marco Island's internal waterways at 14 locations in April, 2024 for the presence of algae diatoms and potentially toxigenic cyanobacteria (PTOX) by GreenWater Laboratories and CyanoLab of Palatka, Florida. The Committee discussed the observations noted in the report, the environmental and fluid dynamic factors influencing the observations at the time of the sampling, and the indications that this, and other on-going water quality testing studies, have on managing and improving the quality of the waterways on Marco Island. Public Works Director Justin Martin noted that the results of the second (July, 2024) GreenWaters Laboratories test is expected to be shared with the Committee prior to its September meeting. (9) STAFF COMMUNICATIONS Marco Island Public Works Director Justin Martin advised the Committee of the Marco Island City Council's approval to continue quarterly PTOX testing through the 2025 budget year, and he updated the Committee on the status of the City's 2024 Florida legislative priority initiative to obtain state funding to re-grade the center medians along Collier Boulevard. He also provided clarifying detail to the Committee on the history of the City's Septic Tank Replacement Program, and the nature of the relationship between the City of Marco Island's water and sewer utility with the neighboring communities of Goodland and Isles of Capri. Director Martin also shared significant detail on the City's implementation plan to advance the installation of exfiltration swales to enhance the "de-nitrification" of stormwater runoff in a number of key locations around the Island. (10) CITY COUNCIL COMMUNICATION No communication or direction to the Committee from the Marco Island City Council was presented or discussed at this meeting. (11) PUBLIC COMMENT Mr. Stephen Gray (N. Collier Blvd.) offered his perspective on the Committee's discussion regarding the potential impact of eventually installing sanitation sewers on the Isles of Capri and Goodland, and he encouraged the City Staff to monitor and measure the impact of opening up the tidal flow/tide-leveling conduits under San Marco Road. (12) NEXT MEETING: CONFIRMATION & ATTENDANCE - 9/19/24 Committee Chair Martin Winter confirmed the expected presence of a quorum for the Committee's September 19, 2024 meeting. (13) PROPOSED AGENDA TOPICS FOR NEXT MEETING The Committee requested a review of the recently-completed bathymetric (water depth and water body contour) surveys in and around Big Marco/Capri Pass be reviewed with the Committee to assist in the Committee's planning to engage with Collier County in addressing areas of navigational concern. The Committee also requested that the most recent (i.e. 2005) bathymetric survey of Marco Island's canals be reviewed with the Committee so that a discussion of potential project proposals to address the depth and composition of the City's canal beds can be developed for City Council consideration for Fiscal Year 2026 and beyond. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final August 15, 2024 (14) OTHER COMMITTEE COMMUNICATIONS The Committee devoted significant time during the course of the meeting discussing the interrelated factors and disparate points of view on the issue of Marco Island's water quality, and Chair Winter proposed that an effort to educate the public on the breadth and scope of the City's continuing efforts to improve the health of its waterways be pursued.
