. City of Margaret January 9, 2018 6:00 P.M. In attendance: Councilman Perry, Councilman Chapman Mayor Pro-Tem McIntyre, and Mayor Howard Mayor called meeting to order Prayer: Mr. Barker Discussion Mayor Howard asked for the approval of Minutes from the December 5, 2017. Councilman Chapman made the motion to approve minutes from December 5,2017 Meeting. Councilman Perry seconded the Motion. The Motion passed unanimously. Council discussed making Laura Barnes the City’ Public Defender and paying her out of the fair trial funds. Mayor Howard wants Teja Peeples to check and see what other municipalities are paying Public Defenders. Mayor Howard informed the Council that it was time to pay insurance premiums and EDC. The Council gave Mayor Howard permission to pay Millennium Risk, AMIC and the St Clair CO. EDC. Mayor Howard discussed giving the City of Margaret Employees a 3% across the board pay raise. Mr. Barker addressed the Council concerning a variance for a mobile home for Tim and Britany Sloan because their mobile home burnt down. Mr. Sloan informed Mr. Barker that he wanted to salvage the metal. Mr. Barker and Council agreed that Mr. Sloan could do that, but the site would have to be cleaned off before another mobile home could be moved on the property. The Council saw no reason to deny the variance if the site was cleaned up. Councilman Chapman made a Motion to waive all permits fees pertaining to Tim and Britany Sloan’s mobile home. Councilman Perry seconded the Motion. The Motion passed unanimously. Mr. Barker will inform the Sloan of the proper way to get a mobile home setup. Interim Police Chief Bryan Smith was next to give his report to the Council. Chief Smith informed the Council that he was having to close out about 567 reports. Chief Smith has applied for taser grant, and bulletproof vest grant. Updated the NCIC information. And corrected the ADAP which had 37 active users. Chief Smith goals for 2018 are: Same uniforms for everyone Better record keeping Accountability on equipment Better Inventory Hiring full-time Police Officer Increase computer security Monthly training meetings Monthly safety meetings New Computer Printer for Police cars Better evidence lockers Perform more DL checks Eliminate drugs in community Put warrants in NCIC. Mayor Howard and the Council addressed the sewage problem that exist on South Hillcrest. Mayor informed the Council that the City of Margaret is not liable for the 5 homes with raw sewage on the ground. The Council decided to sit down and discuss the plans for the new city hall at the next City Council meeting. Mayor Howard asked Mr. Barker to present the Council with quotes to fix Roads. Mr. Barker said the County Road Dept. quoted $33,000.00 to fix Magnolia, which the County would be responsible for $6000.00. 28,875.00 - $36,212.50 Sunrise. Trinity Lane $6500.00. Woodland Cir $30,000.00. Brookhaven Dr. $33,000.00. 850 ft from Sunrise Dr. to S. Hillcrest is $18,900.00. Mayor Pro-Tem McIntyre made the Motion to allow Mayor Howard to transfer money out of the Public Works Department into the Street Fund in order to fix Magnolia and Sunrise with tar and gravel only. Mayor Howard and the Council decided to send letters to all the builders in Margaret inviting them to the next Council meeting on January 23,2018 or February 6, 2018. Councilman Chapman made the Motion to adjourn. The Motion was seconded. Motion passed unanimously.
