Councilman Carter, Councilman Chapman, Councilman Ray,
Councilman Perry, Mayor Pro-Tem McIntyre, and Mayor Howard

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for February 11,2020
meeting. Councilman Carter made the Motion to approve minutes for
February 11, 2020. Councilman Perry seconded the Motion. Motion
passed unanimously.
David Parrish gave his report on the Public Works Department. Public
Works had a total of $78,198.35 billed out and a revenue of $51,588.40.
There were 9 water taps sold with a revenue of $16,200.00.
Mayor Howard showed the Council a map depicting a proposed expansion
of Sterling Place by Eddleman Residential.
Jack Ragsdale a resident of Margaret informed the Council that the roads
coming up on Elaine Street and left on Rae Street are pitiful and that
Margaret also has an issue with junk cars. Mr. Ragsdale feels that the
Debris Ordinance should be better enforced, so that Margaret can get
cleaned up. Mr. Ragsdale also would like for Ida, Joyce and the road up
from the intersection of Ida and Joyce to be patched. Davis Parrish will dig
up the road to find the drainage pipe.
Councilman Ray made the comment that the Ragsdales are very helpful in
the community.
Mr. Barker presented the Council with 3 quotes for sod:
Lasley’s Lawncare:
15 pallets Bermuda Sod for $4900.00
3 loads of top soil for $750.00
Grade work for $1000.00
Which totals $6650.0
Presley Lawn Care:
15 pallets of Bermuda Sod for $2000.00
2 loads of top soil for $400.00
Labor for $1200.00
Which totals $3600.00
River Oaks:
5 top soils $2000.00
6750 sq. ft of Bermuda Sod for $5130.00
Skid Steer $735.00
Erosion Mats available for extra $25.00 at no warranty
Putman Erosion Control gave Mr. Barker a quote of $2950.00 to
hydroseed the bank and behind the City Hall. Councilman Chapman
suggested that the Council consider using Putman for the bank and back
of City Hall. Councilman Chapman made the Motion to talk to Presley
Lawn Care and make sure that he is presenting the same work as River
Oaks and if it is the same then the bid is awarded to Presley Lawn Care.
The Motion was seconded by Mayor Pro-Tem McIntyre. Motion passed
unanimously.
Councilman Chapman made the motion to pave Colonial Lane for
$8000.00. Motion was seconded by Mayor Pro-Tem McIntyre. Motion
passed unanimously.
Mayor Howard informed the Council that the bridge crossing over to
Church St. must be repaired or closed down. The Council feels that it
should be closed because no one lives on Church Street and the Beulah
Church is no longer used and is falling apart.
Mr. Barker informed the Council that Equity Acquisition has purchased
lots in Sunrise and he is concerned because the drainage is not up to par.
The City is trying to get a FEMA Grant to fix Moonlight Dr.
Councilman Ray informed the Council of his displeasure over the City not
offering the Volunteer Fire Fighters the Cancer Insurance offered
to Full-time Certified Fire Fighters. The City Clerk will check on the
prices for giving Volunteer Fire Fighters a Cancer Policy thru the City.
Chief Parrish informed the Council that he has lost two part-time fire
fighters. Chief proposes that instead of hiring two part-time fire to replace
these positions, the City makes a part-time fire fighter into a full-time fire
fighter. The part-time fire fighter does not need health insurance because
he is already covered by his other job. The new hire will sign a waiver
stating he does not need insurance. Mayor Pro-Tem McIntyre made the
Motion to hire a full-time fire fighter to replace the other tow part-time fire
fighters. The motion was seconded by Councilman Ray. Motion passed
with Councilman Ray abstaining.
Mayor Howards feels that the City of Margaret should implement a Merit
System for employees.
Chief Bryan Smith gave a report for the Police Department. Chief Smith
informed the Council that there were 17 felony arrest and a slight
increased in in arrests from 15-23. Chief Smith also informed the Council
that he will need to replace two Police Officers. Officer Amberly Click is
leaving due to personal issues and Officer Curtis Pippin will be deployed
in November of 2020. Officer Click will be responsible for reimbursing the
City for expenses accumulated for sending her to Police Academy. The
total cost of reimbursement is $11,438.93.
Mayor Howard would like to know everyone’s thoughts on putting another
Police Officer thru the Police Academy.
Councilman Carter arrives at the Council Meeting @ 7:52 PM.
Councilman Chapman informed the Council thar Randy Simmons would
like to donated a decorative stop sign to be put up at the New City Hall.
Mayor asked whether or not anyone had anything else. No response
Councilman Chapman made the Motion to adjourn. Mayor Pro-Tem
McIntyre seconded the Motion. Motion passed unanimously.
Meeting adjourned at 8:15 PM.
