. City of Margaret August 18, 2020 6:00 P.M. In attendance: Councilman Chapman, Councilman Ray, Councilman Perry, Mayor Pro-Tem McIntyre, and Mayor Howard Councilman Carter Prayer: Mr. Barker Mayor Howard called Meeting to order Discussion Mayor Howard asked for approval of minutes for August 4, 2020 Councilman Perry made the Motion to approve minutes for August 4, 2020. Councilman Ray seconded the Motion. Motion passed unanimously. Gina Harris approached the Council about issuing her a variance to place a camper on Louise St. Mr. Barker stated that Ms. Harris is seeking approval to live in the camper on a temporary basis. Mayor Howard would like to know what is temporary for Ms. Harris. Ms. Harris stated that she needs from 6 months to a year. Ms. Harris is trying to get the power and water set up, but everything takes time and money. Councilman Perry made the motion to allow Ms. Harris 6 variances and the variance fee would be waives this time. And if the variance is extended the $100 fee will be imposed. Teja Peeples will write a letter addressing the 6 months beginning and ending dates. Charles Pendley would like for the Council to consider approval for roads In Phase 8 and Phase 9 of his Woodland Ridge Subdivision. Mayor Howard suggests that the Council go look at the sites in question before voting on the issue. Mayor Howard would like to invest in Flock cameras to be placed in Woodland Ridge, Brookhaven, and Hunter’s Crossing. The cost of each camera is $2750.00. Councilman Chapman arrives to the meeting 6:13PM. Mayor Howard informed the Council that he would like to bring all Tier 2 employees of the State Retirement to Tier 1. The cost will be Approximately $8000.00 to bring everyone up to Tier 1, the Mayor feels that this would also be an incentive to potential new employees. Mayor Howard informed the Council of the bids received for the Backhoe. The City only received one bid. The bid was received from John Deere. The bid was $103,055.59 which will increase the current lease amount of $957.86 to $1350.18. Councilman Perry made the Motion to accept the bid from John Deere. Councilman Ray seconded the Motion. The Motion passed unanimously. Mr. Barker presented the Council the quotes, he received concerning Buying a Boom Mower. Mr. Barker received 2 quotes from Coblentz Equipment: 1). 140 hours for $78,000.00 2). 386 hours for $74,500.00 Councilman Chapman wanted to know whether or not the City knows anyone who would bid out the Boom Mower? Mr. Barker also informed the Council that Coblentz would do a lease for $1700.00 a month for 6 years for a brand-new Boom Mower. This would be a State of Alabama tractor contract MA T222. And it does include a 28.7% discount. Matt Tortorice wanted to know are repairs included in the lease purchase price? Councilman Ray made the Motion to table to Boom Mover discussion until we can do more research on this issue. Councilman Perry seconded the Motion. The Motion passed unanimously. Council would like to look into whether or not someone can cut the right of way for the City. Roads were next on the Agenda; Mr. Barker informed the Council that the worst roads are Rocky Ridge and Old Acton Road from the railroad to Brookhaven Dr. Councilman Perry wanted to know where the Council are with having the developers fix Brookhaven Dr. Matt Tortorice would like to know whether the City have any leverage on the builders with Kent Dr. because they are getting ready to close? Mayor Howard stated that they have already closed. Councilman Perry would like Mr. Barker to get prices on all roads and then the Council will prioritize the list from there. Mayor Howard asked for anymore comments: Councilman Carter would like to know the status of the letters for residents residing on Moonlite Dr. Mayor Howard informed him, that he would like to address the matter in depth before the letters are sent out. Mayor Howard and Councilman Chapman would like to address issues in the right of way when it comes to Wyatt Dr. Councilman Chapman will look into getting approval from the residents on Wyatt Dr. to give the City the right of way. Councilman Perry informed the Council that Mr. McWhorter is working with Webb Concrete concerning replacing a sign in Brookhaven. Councilman Perry would also like for someone to take over the City’s Facebook Page because he will no longer be on the Council. Councilman Ray doesn’t mind helping with the City’s Facebook Page. Mayor Pro-Tem Mcintyre – No Comments Councilman Chapman made the Motion to adjourn. Councilman Carter seconded the Motion. Motion passed unanimously.
