. City of Margaret January 26, 2021 6:03 P.M. In attendance: Councilman Ray, Councilman Carter, Councilman Chapman, Matthew Tortorice, Mayor Pro-Tem McIntyre, and Mayor Wilson Absent: Prayer: Mr. Barker Mayor Wilson called Meeting to order Discussion Mayor Wilson asked the Council to approve Minutes for January 5,2020 Meeting. Mayor Pro-Tem McIntyre made the Motion to approve minutes for January 5,2020 Meeting. Councilman Tortorice seconded the Motion. Motion passed unanimously. Mayor Wilson asked the Council for approval to pay the AMIC annual insurance bill. The Bill is $48,367.05. Mayor Pro-Tem McIntyre made the Motion to pay the AMIC bill in the amount of $48,367.05. Councilman Carter seconded the Motion. Motion passed as following: Councilman Chapman – Yes Councilman Ray – Yes Councilman Carter – Yes Councilman Tortorice Yes Mayor Wilson asked for approval to pay the annual bill from Worker’s Compensation in the amount of $18,687.00. Councilman Chapman noticed that the bill included an 8.37% rating for Water/Gas Mains & Drivers. Councilman Carter made the Motion to pay the annual bill for Worker’s Compensation in the amount of $18,687.00. Councilman Tortorice seconded the Motion. The Motion passed unanimously. Mayor Wilson asked for approval to pay ETA Data Direct, the company that does the City’s court software and the City’s business license software, invoice for the amount of $5100.00. Mayor Pro-Tem Mcintyre made the Motion to pay invoice from ETA Data Direct. Councilman Chapman seconded the Motion. The Motion passed unanimously. Mayor Wilson asked for approval for the invoice from Calhoun Meters in the amount of $4715.00 Chief Wiggin presented his report. The Police Department had a total of 409 calls. Councilman Tortorice would like to know the total number of arrests? Chief Wiggin also informed the Council that the Police Department is in the need of 4 body camera. Councilman Ray asked about dash cameras that have video and audio. Councilman made a Motion to table the discussion on body cameras. Councilman Chapman seconded the Motion. The Motion passed unanimously. Chief Wiggin also informed the Council that the Police Department is in need for 6 radios. And that the transmission on the 2013 Ford Explorer purchased from the City of Springville has went out. Councilman Tortorice made the Motion to table the discussion on purchasing a transmission. Councilman Chapman seconded the Motion. Motion passed unanimously. Mr. Barker gave his report to the Council. The Inspection Department had a total of business licenses revenue of $195.00 and a total revenue of $11396.60 for permits. Mr. Barker also presented the Council with a comparison cost of permits from surrounding cities. The invoice from our Auditor David Cork was presented next. The invoice for $15,200.00 needed approval from the Council. Councilman Chapman made the Motion to pay the invoice of $15,200.00 from David Cork. Councilman Carter seconded the Motion. Motion roll call vote: Councilman Chapman – Yes Councilman Ray – Yes Councilman Carter – Yes Councilman Tortorice Yes The Police Department would like to re-establish the Reserve Program. And the purpose of the Police Department is to make sure the candidates are police academy ready. Councilman Tortorice wanted to know whether they had any potential candidates. Sgt. Sanchez informed Councilman Tortorice that the Police Department had 2 candidates, so far. Councilman Ray wanted to know of any polices in place. Sgt. Sanchez informed Councilman Ray that they have the same strict policy as the Police Department and that criminal backgrounds are also done. Councilman Chapman made the Motion to re-establish the Reserve Officer Program. Motion was seconded by Councilman Ray. The Motion passed unanimously. Chief Parrish voiced his concern about the homes that are currently being built. Chief Parrish feels that the Council needs to pass and ordinance requiring builders to build all brick homes and more feet in between the houses. Councilman Ray asked about the new proposed Fire Station for Brookhaven Subdivision. Chief Parrish said that the land could be possibly be deeded to the City of Margaret. The Council discussed ways to possibly bring new businesses into the City of Margaret. Councilman Tortorice would like to come up with a sample Budget for the City. Chief Parrish would like for the Council to look into letting Trussville Utility purchase Deer Creek and Briar Ridge customers because they are not located in the City of Margaret. Teja McIntyre the City Clerk, will look into the total revenue generated by Briar Ridge and Deer Creek. Councilman Carter informed the City of the reformation of the Margaret Community Action, which consist of two people from each district. Pedro Pino would like to coordinate an event with the Margaret Community Action and the Margaret Lion’s Club. Mayor Pro-Tem McIntyre asked for any more comments: Councilman Chapman has a 1999 Mobile Home in his district that needs a variance. Councilman Ray inquired about the City providing a cellphone to the Councilmembers because it would be beneficial for City purposes. Councilman Tortorice sees the potential in providing cellphones for the Council. Councilman Ray also asked Mr. Barker for an update concerning the fixing of Hunters Crossing Road. Councilman Tortorice asked for an update on the process of getting heat on at the Public Works Annex Building. Mayor Pro-Tem asked about the lights at Dillard Park. Mr. Barker stated that the walking track at Dillard Park is lit up.
