. City of Margaret May 18, 2021 6:00 P.M. In attendance: Councilman Jonathan Ray, Councilman Justice Carter, Councilman James Chapman, Councilman Matthew Tortorice, Mayor Pro-Tem Daryl McIntyre, and Mayor Jeffrey Wilson Absent: Mayor Jeffrey Wilson and Councilman James Chapman Prayer: Councilman Jonathan Ray Mayor Pro-Tem Daryl McIntyre called Meeting to order Discussion Mayor Pro-Tem Daryl McIntyre asked the Council to approve Council Minutes for April 26, 2021 Meeting. Councilman Matthew Tortorice made the Motion to approve Minutes Councilman Justice Carter seconded the Motion. Motion passed unanimously. Mayor Pro-Tem Daryl Mcintyre asked the Council to approve the Workshop Minutes for April 26, 2021. Councilman Matthew Tortorice made the Motion to approve the Workshop Minutes for April 26, 2021. Councilman Justice Carter seconded the Motion. Motion passed unanimously. David Cork the City’s Auditor presented the Council with the City’s Financials for the last fiscal year. Mr. Cork explained that he uses two procedures in order to do the City’s audit. 1). Fund Based- doesn’t reflect capital assets and 2). Entry- Wide Based- term debt is recognized. The striping cars was introduced. Chief George Wiggin informed the Council, that one of the patrol cars had been striped. Chief George Wiggin also gave the quotes to strip the remaining police cars. Councilman Matthew Tortorice made a Motion to table the striping of the police cars until the next meeting. Councilman Justice Carter seconded the Motion. The Motion passed unanimously. Chief Wiggin gave his department head report. In the month of March total calls were 545, and the total calls for the month of April were 484. Chief David Parrish presented the department head report for the fire department. The total calls for the month of March were 72, and the total calls for the month of April was 57. Chief David Parrish also presented the report for the public works department. The total revenue for the month of April was $60,632.57. Mr. Barker gave the Council his report for the inspections department. The total revenue for the month of March was 48,909.92 for business license and permits. The issue of a developer in Hunters Crossing not wanting to place curves and valley gutters on roads came up, next. Erskine Funderburg, the City attorney informed the Council that the developer would have to be govern by the standards on the roads as pass in ordinance passed in 7-2007, even though the plats were approved in 5-2007. The developer cannot be issued a CO until all roads meet the standard for the City of Margaret. Mr. Barker informed the Council that he has been in talks with a timber company who wants to harvest trees for the Brookhaven Developers in Ridgefield and Brookhaven Subdivisions. The timber company cannot use the main entrance in Ridgefield because of the guard shack and the turn needed to get on Sanie Rd. The next proposed road is Rolling Ridge which is not a road accepted by the City. The Brookhaven Subdivision has the same problem. There were several residents from the Ridgefield Subdivision, who came to voice their concerns about allowing the timber to be harvested. Erskine Funderburg informed the residents that the owner of the land has the right to develop their land and that the City needs to require an irrevocable letter of credit in order to ensure that the roads are fixed if they are damaged. Councilman Jonathan Ray feels that no more plats need to be approved until they can show a construction road on the plat. Mr. Barker doesn’t have a time of when the timber harvesting will start. Councilman Jonathan Ray made a Motion to require the developer to put up a $750,000.00 irrevocable road bond on the road in Ridgefield Subdivision that are affected by the logging of timber from start of work for the logging until the removal. (9 months). Councilman Justice Carter seconded the Motion. Motion passed unanimously. Ridgefield residents does not want any development at all. Councilman Matthew Tortorice informed them that they can stop the owner from developing his land. But the Council is trying to control the way it is developed by putting zoning in place. Councilman Matthew Tortorice made the Motion to require a $750,000.00  irrevocable bond on Brookhaven Subdivision road that are affected by the logging of timber from the start of work for logging until the removal. (9 months). Councilman Justice Carter seconded the Motion. Motion passed unanimously. Councilman Mathew Tortorice made the Motion to extend the garbage contract with Advanced Disposal until October when the garbage contract will be rebidded. Councilman Justice Carter seconded the Motion. Motion passed unanimously. Councilman Matthew Tortorice made the Motion to put out a bid list in October for a 5-year garbage contract. Councilman Justice Carter seconded the Motion. Motion passed unanimously. Mayor Pro-Tem Daryl McIntyre asked for anymore comments: Councilman Jonathan Ray would like more lighting in Ridgefield and Hunters Crossing. Mayor Pro-Tem Daryl McIntyre informed a resident of Ridgefield that the Council would address any safety concerns about the logging company. Councilman Matthew Tortorice made the Motion to adjourn.
