In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, Mayor Pro-Tem Daryl McIntyre, and Mayor Jeffrey Wilson Subject: Appointing a Councilman to District 2 vacant seat Mayor Jeffrey Wilson called Meeting to order Prayer: Councilman Jonathan Ray Pledge of Allegiance Roll call Discussion Mayor Jeffrey Wilson ask for a Motion to accept waiver for the Special called meeting. Mayor Pro-Tem Daryl McIntyre made the Motion to proceed with the waiver for this special called meeting scheduled for July 28, 2021. Councilman Mathew Tortorice seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for any discussion on the potential candidates for District 2 vacant Council seat. There was no discussion, therefore Mayor Jeffrey Wilson closed the discussion. Councilman Jonathan Ray made the Motion to appoint Willie Holston to Council Seat District 2. Councilman Matthew Tortorice seconded the Motion. Mayor Jeffrey Wilson called for a roll call vote: Councilman James Chapman – NO Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Mayor Pro-Tem Daryl McIntyre – NO Mayor Jeffrey Wilson – NO The Motion was tied and Mayor Jeffrey Wilson broke the tie. Motion not passed because majority rules. Councilman Matthew Tortorice made the Motion to appoint Darius Crump to District 2 Council seat. Councilman James Chapman seconded the Motion. Mayor Jeffrey Wilson called for a roll call vote:  Councilman James Chapman – YES Councilman Matthew Tortorice – YES Councilman Jonathan Ray – NO Mayor Pro-Tem Daryl McIntyre – YES Motion passed because majority rules. Mayor Jeffrey Wilson confirmed that Darius Crump is the new Councilman for District 2. Councilman Jonathan Ray made the Motion to adjourn. Councilman James Chapman seconded the Motion.
