In attendance: Councilman Chapman, Councilman Jonathan Ray, Councilman
Matthew Tortorice, Councilman Darius Crump, and Mayor Jeffrey
Wilson

Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes
from 11-16-2021. Councilman Darius Crump made the Motion to approve
the minutes from the 11-16-2021 meeting. Councilman Matthew Tortorice
seconded the Motion. Motion passed with Councilman Chapman
abstaining because of his absence from that meeting.
Magen Thompson informed the Council that her company Structured
Engineering would like to enter into a 5-year contract with the City of
Margaret to provide fiber optic internet to the City. The fiber optics will be
temporary on the water tank located on Old Acton, then relocated to a
permanent building after 5 years on land purchased from the City of
Margaret.
Police Department would like to send Nathan Arledge to the police academy
for $3200.00. Councilman Jonathan Ray made the Motion to allow the
Police Department to send Nathan Arledge to the police academy only if Mr.
Arledge signs a contract for reimbursement and is accordance with Code of
Alabama 1975 section 36-21-7 which states the total expense of the training,
including, but not limited to, salary paid during training, transportation
costs paid to the trainee for travel to and from the training facility, room,
board, tuition, overtime paid to other employees who fill in for the trainee
during his or her absence, and any other related training expenses, shall be
reimbursed to the municipality, county, fire district, or the state which paid
for the training, within 24 months after completing the training
requirements mandated by Article 3 (commencing with Section 36-21-40).
Councilman Darius Crump seconded the Motion. The Motion passed
unanimously.
Councilman James Chapman made the Motion to allow Massey Asphalt to
repair paving on Moonlite with an amount up to $10,000. Councilman
Darius Crump seconded the Motion. Motion passed unanimously.
Councilman James Chapman made the Motion to allow Massey Asphalt to
repair paving on Parkwood Way with an amount up to $5000.00.
Councilman Darius Crump seconded the Motion. Motion passed
unanimously.
Councilman James Chapman made the Motion to allow Massey Asphalt to
repair paving on Parkwood Dr. with an amount up to $15000.00.
Councilman Jonathan Ray seconded the Motion. Motion passed
unanimously.
Councilman Jonathan Ray made the Motion to allow Massey Asphalt to
Repair paving in Ridgefield. The paving is to be paid for out of the
$10,000 paid by Harvey McWhorter and his partners. City Clerk cannot
release the remaining funds unless it is completed and approved.
Councilman Matthew Tortorice made the Motion to Amend the monthly bills
resolution to include the required by law court cost expenses. Councilman
James Chapman seconded the Motion. Motion passed unanimously.
Councilman Jonathan Ray made the Motion to allow Alabama Power to put
lights at the City’s 3 storm shelters. And pay the monthly bills of $16.50,
$27.25 and $41.65. Councilman Darius Crump seconded the Motion. The
Motion passed unanimously.
Councilman Jonathan Ray made the Motion to table the discussion on a
PA system in order to get more quotes. Councilman Matthew Tortorice
seconded the Motion. Motion passed unanimously.
Chief David Parrish informed the Council of the Fire Department’s needs:
Airpacks $24,288.00 – American Rescue
Compressor $ 30,959.00 – American Rescue
Fire hose $6490.00 – General Fund
Garage Door - $1814.00 – General Fund
Chief David Parrish would also like to send someone to fire academy.
Mayor Jeffrey Wilson asked for anymore comments:
Councilman Jonathan Ray – nothing
Councilman Matthew Tortorice – would like to send department heads to
real budget training.
Councilman James Chapman made the Motion to allow the MCAC to spend
up to $2300 for Toys for Kids. Councilman Matthew Tortorice seconded the
Motion. Motion passed unanimously.
Councilman James Chapman made the Motion to adjourn. Councilman
Jonathan Ray seconded the Motion.
Meeting adjourned at 7:15 PM.
