In attendance: Councilman James Chapman, Councilman Matthew Tortorice,
Mayor Pro-Tem Daryl McIntyre and Mayor Jeffrey Wilson

Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson informed the Council that the City needed to set
sewer rates for the sewer because the City has to send out sewer billing on
the water bill, which will go out at the end of March.
Councilman Matthew Tortorice objects to doubling the sewer rates without a
feasible justification. Councilman Matthew Tortorice does not object to
raising sewer rates by 25%.
These are the new sewer rates:
Residential min. bill is $27.50 for usage up to 999 gallons; then its $12.50
per 1000 gallons after that.
Commercial min bill is $36.50 for usage up to 999 gallons; then its $16.50
per 1000 gallons after that.
The reinspection fee is:
1st offense - $75.00
2nd offense - $100.00
3rd offense - $125.00
Each offense is increased in $25.00 increments.
The $2.50 reading meter fee will remain as is, and be revisited at a later date.
The $31.00 monthly pump fee and the $75.00 preventable maintenance fee
will remain as is, until the Council receives guidance from City Attorney
Erskine Funderburg.
Late fee, reconnect fee, tampering fee and returned check fee will remain
the same as the water fees.
Residential Deposits are:
Homeowner - $150.00
Rent/ Leasing - $225.00
Landlord/Property Management - $225.00
Commercial Deposits are:
Owner - $300.00
Rental/ Leasing - $350.00
Contractor/Builders - $0.00
Councilman Matthew Tortorice would like to consult with Erskine to
increase the reservation fee for sewer to $500.00
Mayor Pro-Tem Daryl McIntyre made the Motion to suspend the rules to
immediately consider the rates change as record by the City Clerk.
Councilman Matthew Tortorice seconded the Motion. The vote was:
Councilman James Chapman- YES Councilman Matthew Tortorice - YES
Councilman Darius Crump – YES Mayor Pro-Tem Daryl McIntyre – YES
Councilman Jonathan Ray- YES Mayor Jeffrey Wilson - YES
Councilman James Chapman made the Motion to approve the sewer rate
changes as noted by the City Clerk. Mayor Pro-Tem McIntyre seconded the
Motion. The Motion passed unanimously.
Mayor Pro-Tem Daryl McIntyre made the Motion to suspend the rules in
order for the Council to immediately consider opening up 3 accounts for the
Margaret Sewer. The Council voted as:
Councilman James Chapman- YES Councilman Matthew Tortorice - YES
Mayor Pro-Tem Daryl McIntyre – YES Mayor Jeffrey Wilson - YES
Councilman Matthew Tortorice made the Motion to allow City Clerk Teja
McIntyre to open up 3 accounts for the Margaret Sewer. The accounts will
be Margaret Sewer General account, Margaret Sewer Deposit account, and
Margaret Sewer Impact Fee account. Councilman James Chapman
seconded the Motion. Motion passed unanimously.
Isaac Howard addressed the Council about sending him to school, in order
to obtain his Waste Water certification. Cost of the school is $640.00.
Council will decide at the next regular meeting.
Councilman James Chapman made the Motion to adjourn. Mayor Pro-
Tem Daryl McIntyre seconded the Motion. Motion passed unanimously.
Meeting adjourned at 7:45 PM.
