. City of Margaret February 7, 2023 6:00 P.M. In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman Jonathan Ray, Councilman Matthew Tortorice, Mayor Pro-Tem Daryl McIntyre Absent: The mayor seat is vacant Prayer: Mr. Barker Pledge of Alliance Meeting was called to order Discussion Councilman Darius Crump made the Motion to approve the Council Meeting minutes from 12-20-2022. The motion was seconded by Councilman James Chapman. The motion passed unanimously. Councilman Matthew Tortorice made the Motion to adopt the employee’s handbook as written. The Motion was seconded by Councilman Jonathan Ray. Motion denied due to lack of a majority on a vote 2-2. Councilman Matthew Tortorice made the Motion to table the Eagle Scout Project indefinitely. Councilman James Chapman seconded the Motion. The motion passed unanimously. Councilman James Chapman made the Motion to table the discussion on the Pendley plat change until the next council meeting. The Motion was seconded by Councilman Darius Crump. The motion passed unanimously. The Council discussed the mayor seat vacancy. The appointment of the mayor’s seat is now in the hands of Governor Kay Ivey. City Attorney Esrkine Funderburg suggested that each council member draft a letter appointing someone to be appointed to the mayor’s seat. The letter will be sealed and turned in to the City Clerk. The city clerk will forward the letters to Erskine. The City Council was in agreement for the City Attorney Erskine Funderburg to draft a letter concerning the need for Governor Ivey to make an appointment for the mayor’s seat for the City of Margaret. Councilman Matthew Tortorice addressed the City Council for approximately 24 mins with exhibits/PowerPoint focusing on various topics. These exhibit/ PowerPoint items were not presented to the rest of the council or the city clerk before the meeting. Councilman Matthew Tortorice initiated a first discussion of a potential motion to stream via the internet all council meetings. Attorney Erskine Funderburg directed that a change of a permanent nature cannot be initially introduced and voted on in the same meeting unless there is a suspension of the rules. Councilman Matthew Tortorice initialed a first discussion of a potential motion for the council to various QuickBooks financial reports at council meetings. Attorney Erskine Funderburg again directed that changes of a permanent nature cannot be initiated and voted on in the first meeting unless there is a suspension of the rules. Councilman Matthew Tortorice initiated a discussion of a potential motion to require and perform forensic audits of the city’s financials including the court system and utility departments for the last two years. Potential vendors and prices to be obtained Councilman Jonathan Ray addressed the Council about various issues. Citizen Carrie Macon attempted to inform the council of concerns and rumors about the residency of Councilman Darius Crump. She failed to stay on point and the Mayor-ProTem had her and another citizen removed from the meeting as being disruptive. Citizen Randall Ragland attempted to inform the Council of information that a current sitting councilman had used an inflammatory word while addressing a former councilman. The inflammatory word had supposedly been used by Councilman Jonathan Ray. Councilman James Chapman Darius Crump made a Motion to adjourn. The Motion was seconded by Councilman James Chapman. Motion passed by majority rules.
