Minutes of the Licensing Board Meeting
Wednesday, April 24, 2024

Attending: Greg Mitrakas, Chairman, David Bouvier, Member, Mary Jo Nawrocki, Member;

The meeting was called to order by Chairman Mitrakas
New Business
1. One-Day Licenses
• United Way of Tri-County Marlborough Community Cupboard, Sandra Baldi and Barbara
LaGrenade, 5K Fundraising event, 255 Main Street/Rawlins Avenue – Beer only
Member Bouvier motioned to approve the United Way of Tri-County Marlborough
Community Cupboard 5K one-day application; Member Nawrocki seconded the
motion. The motion passed with a 3-0 vote.
• Lost Shoe Brewing & Roasting Company, Melynda Gallagher, 19 Weed St., Anniversary
5K and Party and Mother's Day Weekend
Member Nawrocki motioned to approve the Lost Shoe Brewing & Roasting Company
Anniversary & Mother’s Day one-day application; Member Bouvier seconded the
motion. The motion passed with a 3-0 vote.
• Lost Shoe Brewing & Roasting Company, Melynda Gallagher, 19 Weed St., Family Fun
Festival, Ward Park - 57 Orchard Street
Member Nawrocki motioned to approve the Lost Shoe Brewing & Roasting Company
Family Fun Festival one-day application; Member Bouvier seconded the motion. The
motion passed with a 3-0 vote.
• Flying Dreams, Dave Richardson, 277 Main St., Family Fun Festival, Ward Park - 57
Orchard Street
Member Bouvier motioned to approve the Flying Dreams Family Fun Festival one-day
application; Member Nawrocki seconded the motion. The motion passed with a 3-0 vote.
** For the Family Fun Festival in Ward Park there will be a wall around a bit more of the
event and signage as well as volunteers to monitor that people are not leaving with beers,
there will also be a police detail. Member Bouvier requested that signage be put up at the
exit points, stating, “No alcohol beyond this point.”
• The Moose, Nancy Ronayne, 67 Fitchburg St. – A fundraising event
Member Bouvier motioned to approve The Moose Assoc. fundraiser one-day application;
Member Nawrocki seconded the motion. The motion passed with a 3-0 vote.

• ITAM, Mike Dibuono, 111 Neil St. – EVENT CANCELED
2. Application for new wines and malts pouring license, Chapa Paisa, with Eduardo
Carvajal, proposed manager.
6:42 pm Public Hearing started.
Mr. Carvajal was present to present the license. They are adapting the restaurant to a more
family-friendly experience with a new dining room, new service – more upscale, and a
wider variety of American food offerings, and want the license to complement the new
format.
Hours they want to serve alcohol are 11:00 AM to 10 PM on Tuesday thru Saturday,
11:00 AM through 2:00 PM on Sundays, and they are closed on Mondays.
There were no public comments, either positive or negative.
When asked by the Board Mr. Carvajal reported that everyone was TIPs certified.
Member Bouvier motioned to approve the application subject to the clerk receiving the
revised floor plan showing the storage area for the alcohol, Member Nawrocki seconded the
motion, and the motion passed with a 3-0 vote.
3. Reports from the Chairman – There were no reports.
• Noise at Brazilian Steak Grill, Ed Santos – Mr. Santos and the architect overseeing his
renovations were present to discuss the police reports complaining of noise from the
establishment late at night.
After much discussion about the new structure as it related to sound and the options they
were looking at to try and reduce it further, the Board agreed that Mr. Santos was doing all
that was reasonable and necessary at this time, including the installation of some gaskets
or seals, to prevent excess noise from the establishment.
Chair Mitrakas reported that he had joined the police on one of the calls to the
establishment after a complaint and had not found the noise from the establishment to be
anything remotely excessive.
• Notice of ABCC Hearing – Jai Jalaram LLC, Pleasant St. General Store
The Board does not need to respond or attend the hearing.
Member Nawrocki motioned to accept and place the communication on file, Member
Bouvier seconded the motion, and the vote was 3-0 to accept the motion.

• Letter from Capital Liquors, 500 Boston Post Rd E
The Board asked the Board Secretary to send a short letter stating something to the effect
that it is not in the purview of the Board to determine what will work for everyone in a
plaza area. They need to talk to the landlord and the restaurant owner. Any safety
concerns should be brought to the attention of the police.
• Follow-up with Conservation Officer, Priscilla Ryder re: Rod & Gun Club
The Board Secretary reported that she had followed up with the Conservation Officer who
had initially received the complaint and she had spoken to the Police Chief, and they were
going to be sitting down with the leadership of the Fish and Game Club and come up with
where to put some safety/warning signage what was going to be done to be sure it stays up
and is current.
4. Misc. Correspondence and Open Issues - none
5. Review of Minutes from the March 27, 2024, meeting.
Member Bouvier motioned to accept and place on file the minutes from the March 27,
2024, meeting, Member Nawrocki seconded the motion. The motion passed with a 3-0
vote.
The next meeting of the Licensing Board will be on Wednesday, May 29, 2024, at 6:30 p.m.
Chair Mitrakas motioned to adjourn the meeting at 7:27 p.m., Member Bouvier seconded the
motion, and the vote was 3-0 to adjourn.
