Pursuant to notice duly filed with the City Clerk, a meeting of the Parks and Recreation Commission was held
at 5:30pm at the Recreation Commission Office.
Present were Commission Members: Chairman Kays, Commissioner Welch, Commissioner Gallagher, and
Commissioner Cabral.
Also attending Recreation Director Charles Thebado and Program Manager Joe Mulvey.
Approval of minutes 04-13-22
On a motion duly made by Commissioner Cabral and seconded by Commissioner Gallagher, it was
unanimously:
VOTED: To accept the 04-13-22 minutes.
Parks Report………………………………. Christopher White, General Foreman Parks, Forestry & Cemeteries:
General Foreman Chris White was not able to attend the meeting.
Re – appointment of Charles Thebado as Director of Recreation Department:
Chairman Kays and the Commission praised and thanked Mr. Thebado for his great leadership, a job well done and
for taking the department in the right direction. They thanked him for his excellent non stop service to the children
and to all Marlborough residents. Chairman Kays also quoted a phrase from one of the residents “ is it anybody
across the city who does a better job than Chuck? “ Great job Chuck – we will never want to replace you!
The Commission also praised and thank the Program manager, Joe Mulvey and Senior Clerk Simela Perdikomatis.
On a motion made by Commissioner Welch and second by Commissioner Gallagher, it was unanimously:
VOTED: To re-appoint Mr. Charles Thebado for a three year term as Recreation Director.
Mr. Thebado thanked Chairman Kays and the Commission for their kind words.

Recreation Report………………………. Charles Thebado, Director:
Mr. Thebado gave the following Recreation Department report:
• Working on our Summer Staff. We have four lifeguards signed up to take the class in June.
If all four pass we will have nine new lifeguards.
• Setting up parking lot schedule and splash pad schedule next week.
• Memorial Beach will be open to everyone. We are still working on fees.
• Working with the Police Chief regarding parking signs.
• Meeting with Boat Launch staff this week to work out schedule and Kayak rentals procedures. Boat
Launch will open the end of this month, May 28th.
• Meeting with Ft. Meadow Commission next week about possibly adding Kayak Dock at Hixson Boat
Launch.
• Met with MEDC to discuss new improvements to Union Common for the Summer Concert Series.
• Tentative opening dates for all aquatic facilities:
Memorial Beach…….June 13, 2022
Wading Pools…………June 22, 2022
Splash Pads…………….June 7, 2022
Hixson Boat Launch…May 28, 2022
• Movies in the Park is on June 3rd, at Kelleher Park. The movie is Disney’s Encanto. Free popcorn and ice
cream from 7:15pm-8:15pm.
Has reached almost 40,000 people on Facebook.
• Senior BBQ and 1st Beach Summer Concert on June 9th .
• Summer Concerts at Union Common, Thursday nights, at 7pm, starting June 16th.
• Boating Class at Jericho starts next week and is sold out.
The Commission thanked Mr. Thebado for his report.
Old/New Business:
Correspondence from Mr. Daryl Coppola/Cubmaster Pack 31:
Pack 31 was contacted by Early Childhood Center to try and help with making a fairy garden area at the
playground for the kids. The school PTO plans to fund the project and Pack 31 will be donating their
labor and time. They are hoping to complete the project by June 7 th. They are asking for the
Commission’s approval.
On a motion duly made by Commissioner Cabral and seconded by Commissioner Welch, it was
unanimously:
VOTED: To move forward with the project upon approval of Chris White/DPW.
On a motion made by Commissioner Welch and seconded by Commissioner Gallagher, it was unanimously:
All in favor. Motion carried.
