Village of Marquette Green Lake County, Wisconsin Regular Meeting Minutes, November 13, 2023 Call to Order The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call Roll Call: President-Art Cybul-present Clerk-Susan Geraldi-present Trustee-Peter Michalos-present Treasurer- Paula Gilbertson-absent Trustee-Tony Deiss-absent There were 3 citizens in attendance. Certification of Compliance with the Open Meetings Law Certification of Compliance with the Open Meetings law: Agenda notice was posted in three public places-Village Hall, kiosks at the Post Office and Truck Garage, also posted on the Village Website A motion to approve the agenda was made. Diess/Michalos. Motion passed. (unanimous) Approval of Minutes sent to Board members President Cybul opened for any questions regarding the meeting minutes and a correction that needed to be made to the record of board votes needed to be changed to unanimous. A motion to approve the meeting minutes with corrections was made. Michalos/ Diess. Motion passed. (Unanimous) Reading and Approval of Treasurer’s Report The Treasurer’s report was read. Motion to approve the Treasurer’s report as read, Cybul//Michalos. Motion passed. (unanimous) Approve Payment of Bills Approve payment of Bills: Presented for payment were vouchers 9795-9819 in the amount of $6896.23 plus the $3,500.00 for the maintained balance and utilities for the Grand total of $10396.23. Motion to pay the bills aa presented and transfer from the appropriate accounts the amount of $7500.00 to the General Fund. The motion to approve the bills, Cybul/ Michalos, Motion passed. (unanimous) Citizen Comments - Time Limits Gina Loeffler expressed her concern on increasing the donation amount to the library but the village does not have the money at this time. The group discussed the state funding and how the municipalities were affected by it. During the citizens comments, concerns were raised about the village piers and about the low donations for the maintenance and operation. The board agreed to weigh options to increase revenue, potentially through improved signage and other forms of outreach. The siren was also discussed, with the suggestion to contact the fire department to adjust the timing of the siren. Discuss/Approve: Board Reminders / Updates Approve Village Tax Levy. The 2024 budget was approved at the Budget Hearing. After discussion a motion was made to approve and set the Tax Levy for The Village of Marquette at $50,200.00 for the year 2023 payable in 2024. Diess/Michalos. Motion passed (Unanimous Approval of expenses to repair the plow truck is crucial for the winter weather. The repairs had already been done, costing $4500.00 and now needed formal approval. Motion to approve the bill. Michalos/Diess. Motion passed. (Unanimous) Approval of a second chair holder costing approximately $252. to store chairs used in the common hall. Motion to approve the purchase. Michalos/Diess. Motion passed. (Unanimous) Pier removal will be done by the end of November. Tony Diess will be contacting lawn care providers for 2024 due to the fact our current contractor is retiring from the lawn care business. County meeting with residents regarding County H rebuild will try to be scheduled beginning of March. The Village is looking for residents who are interested in working the Election polls in 2024. Flyers have been posted and residents interested should contact the Village Clerk. The Village will be collecting Tax payments and have installed a drop box outside of the Village Hall for payments. Returned Check fees will be discussed at December’s meeting. The Village received an Automated External Defibrillator (AED) and it will be set up and a training session will be conducted for anyone interested in learning how to use it.
