CITY OF MARSHALL CITY COUNCIL MEETING MINUTES Tuesday, January 27, 2026 The regular meeting of the Common Council of the City of Marshall was held January 27, 2026, at City Hall, 344 West Main Street. The meeting was called to order at 5:30 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: Craig Schafer, Amanda Schroeder, See Moua-Leske, and Amanda Schwartz. Absent: John Alcorn and James Lozinski. Staff present included: Sharon Hanson; City Administrator; Pamela Whitmore, City Attorney (remote); Jason Anderson, Director of Public Works/ City Engineer; E.J. Moberg, Director of Administrative Services; and Steven Anderson, City Clerk. Consider Approval of the Minutes of the Meeting Held on January 13th There were no requested amendments to the minutes. Motion made by Councilmember Schafer, Seconded by Councilmember Schwartz to approve the minutes from the meetings held on January 13, 2026, as presented. Voting Yea: Mayor Byrnes, Councilmember Moua-Leske, Councilmember Schafer, Councilmember Schroeder, Councilmember Schwartz. The motion Carried. 5-0. Consider Approval of the Consent Agenda There were no requests to remove an item from the consent agenda for additional discussion. Motion made by Councilmember Schroeder, Seconded by Councilmember Moua-Leske to approve the items on the consent agenda. Voting Yea: Mayor Byrnes, Councilmember Moua-Leske, Councilmember Schafer, Councilmember Schroeder, Councilmember Schwartz. The motion Carried. 5-0.  Consider Approval of an Employee Retirement Resolution  Consider Approval of Sponsorship Agreement with Bluepeak for the Red Baron Arena & Expo  Consider Approval of Amendments to the City of Marshall Data Inventory  Consider Approval of a Raffle Permit for the Marshall Golf Club  Parking Revisions on Marvin Schwan Memorial Drive between W College Drive and S 1st Street - Introduction of Ordinance Amending Section 74-130(a) of the City Code  Project ST-013: N High Street (N 4th to Oak) Reconstruction Project - Consider Resolution Approving Plans and Specifications and Ordering Advertisement for Bids  Project WW-001: Sanitary Sewer Rehabilitation/Lining Project - Consider Authorization to Advertise for Bids  Consider Resolution Calling Public Hearings on Street Reconstruction Plan, Tax Abatements, and Issuance of General Obligation Bonds  Consider Approval of Submitting a Grant Application for North Memorial Ambulance Services  Consider Approval of the Bills/Project Payments Consider Appointments to Various Boards, Commission, Bureaus, and Authorities The council conducted interviews prior to the regular meeting. Mayor Byrnes appointed the following: Andrew Kindschi to a first term on the Airport Commission to end May 31, 2029. Ben Blomme to a second term on the Economic Development Authority to end May 31, 2032. Jacob Jenson to a first term on the MERIT Center Commission to end December 31, 2029. Motion made by Councilmember Schafer, Seconded by Councilmember Schroeder to confirm the appointments made by Mayor Byrnes. Voting Yea: Mayor Byrnes, Councilmember Moua-Leske, Councilmember Schafer, Councilmember Schroeder, Councilmember Schwartz. The motion Carried. 5-0. Moua-Leske DEI Commission reviewed strategic plan and added SWPIC as a new standing position. Schafer No report. Schroeder No report. Schwartz No report. Councilmember Individual Items Mayor Byrnes mentioned the need for Marshall Municipal Utilities to issue a energy conservation alert over the weekend due to the grid demand from southern states that were connected through Midcontinent Independent System Operator (MISO) requests. City Administrator Request for Service for architectural firms for the bandshell replacement project was due Friday, January 30 th at 4:00PM. A small work group was being formed to further look at potential daycare options. Director of Public Works/City Engineer The extreme cold weather caused a few watermain breaks within the city. One of the breaks would require a change in the capital improvement plan for 2027. City Attorney No report. Information Only There were no questions about the Information Only items.
