MINUTES
Thursday, September 22, 2022
MEMBERS PRESENT: Craig Schafer, Jim Lozinski, Amanda Schroeder
STAFF PRESENT: Jim Marshall, Director of Public Safety; E.J. Moberg, Director of Administrative Services; Quentin
Brunsvold, Marshall Fire Chief; Jake Olsen, Asst. Fire Chief; and Steven Anderson, City Clerk.
Pro tem Chairman Schafer called the meeting to order at 1:00 PM.
Pro tem Chairman Schafer asked for approval of the minutes for the November 23, 2021, meeting.
Motion by Lozinski, Seconded by Schafer to approve the minutes. Schroeder abstained. The motion Carried 2-0-1.
Pro tem Chairman Schafer asked for discussion on the Fire Department Purchase of Two Grass Rig Skid Units. Fire Chief
Brunsvold explained that the current units are roughly 25 to 30 years old. Two quotes were received for new units, one
from Heiman Fire Equipment and the other from Alex Air Apparatus. The unit for Alex Air Apparatus is cheaper than the
Heiman unit but the Heiman unit can be better outfitted to fit the needs of the Marshall Fire Department. The current
units were built by Heiman and have proven to be reliable.
At the September 13, 2022, council meeting a grant was approved and sent into the DNR for $5,000. The subject was
brought up about approaching Lyon County and asking for some ARPA funds to help defray some of the costs, as a
majority use for the skids take place in the townships. Current delivery timeline is estimated to be sometime late spring
of 2023.
Motion by Lozinski, Seconded by Schroeder to recommend purchase of two grass rig skid units. All voted in favor.
Pro tem Chairman Schafer asked for discussion on the replacement of the 1994 Aerial Apparatus. Brunsvold opened the
discussion by talking about the history of the aerial truck. The truck was refurbished in 2012 and is beginning to no
longer meet the needs of the fire department. Olsen explained the various aspects of how and what an aerial apparatus
is used for and use cases for the Marshall Fire Department. Discussion was had between members on the various
aspects of the Pierce and Rosenbauer trucks. The Pierce truck estimated delivery in the spring of 2025 and Rosenbauer
estimated delivery in the spring of 2024. Schafer brought up discussions on possibly using the old aerial truck as a
backup or training truck at the MERIT Center. Pending the price of re-sale.
Motion was made by Lozinski, Seconded by Schroeder to recommend the purchase of the Rosenbauer truck pending the
feasibility of funding. All voted in favor.
Motion was made by Lozinski, Seconded by Schafer to nominate member Lozinski as new chair. All voted in favor.
At 2:05 pm Motion was made by Schroeder, Seconded by Schafer to adjourn the meeting. All voted in favor.
