MEMBERS PRESENT: John Alcorn, Jim Lozinski and Craig Schafer
STAFF PRESENT: Jason Anderson, Director of Public Works/City Engineer; Jim Marshall, Director of Public Safety;
E.J. Moberg, Director of Administrative Services; and Dean Coudron, Public Ways Supervisor.
Chairman Lozinski called the meeting to order at 3:30 PM
Consider Approval of the Minutes
Motion by Schafer, seconded by Alcorn to approve the minutes as presented. All voted in favor.
Steel Double Drum Asphalt Roller for Street Department
Coudron explained that the existing 1980 Ingersoll Rand steel roller was costly to maintain, and parts were becoming
more and more difficult to obtain because of the age of the roller. Three quotes were received with the low quote
coming from Ziegler CAT for a CAT CB 2.5 GC of $43,636.10. The street department had allocated a budget of $40,000 in
2024 in the capital equipment fund levy. Alcorn and Lozinski questioned the lower trade-in offer from Ziegler. Schafer
asked for clarification if the roller would require diesel after treatment, to which Coudron said it would not.
Motion made by Schafer, seconded by Alcorn to recommend the purchase of a new roller from Ziegler CAT.
Fleet Vehicle Discussion
Director Marshall provided background on the police department fleet, and rotation methodology. Marshall was
concerned with the increase in upfitting costs for police squad vehicles and the timeframe for upfitting. Marshall
suggested that the police department possibly try to use Chevy Tahoe’s that could potentially be used on a five-to-six-
year rotation instead of the three-to-four-year rotation that the Ford Interceptors are on. The Tahoe’s were estimated to
be $4,000 more than an Interceptor and if Tahoe could be held longer it might save money in the long run on upfitting
costs. Members discussed the various pros and cons of different vehicle types, state bid pricing vs local dealerships and
the possibility of using individual take home vehicles for squads.
Motion made by Schafer, seconded by Alcorn to have the police department further investigate the use of Tahoe’s, to
possibly do a trial run by purchasing a couple Tahoe’s, and to consider adding an additional police squad vehicle.

Motion by Alcorn, second by Schafer to adjourn the meeting. All voted in favor. The meeting was adjourned at 4:09 PM.
