CITY OF MARSHALL COUNCIL LEGISLATIVE & ORDINANCE COMMITTEE MEETING April 12, 2022 at 12:15 PM On Main, City Hall 344 West Main Street MEMBERS PRESENT: John DeCramer, Jim Lozinski, and Steven Meister (12:48 PM) MEMBERS ABSENT: None STAFF PRESENT: Sharon Hanson, City Administrator; Dennis Simpson, City Attorney, Jason Anderson, Director of Public Works/ City Engineer; Ilya Gutman, Assistant Zoning Administrator/ Plans Examiner; and Kyle Box, City Clerk At 12:15 PM Chairman DeCramer called the meeting to order. Chairman DeCramer asked approval of the minutes from the March 1, 2022 meeting. Motion by Lozinski, Seconded by DeCramer to approve the minutes. All voted in favor. Chairman DeCramer asked for discussion on considering amendments to Article 2, Section 2, Boards, Commissions, Bureaus, and Authorities. City Clerk Kyle Box provided the background information on the agenda item. Box reviewed recommended amendments which include: changing Human Rights to Diversity, Equity, and Inclusion, changing Senior Citizens to Adult Community Center Commission, repealing sections relating to the Hospital Board, and allowing commission members for the Adult Community Center Commission and the Airport Commission to live outside of city limits. Motion by Councilmember Lozinski, Seconded by Councilmember DeCramer to approve to City Council. Chairman DeCramer asked for discussion on consider the amendment to Chapter 22, Section 22- 91 through 22-95 Mobile Food Units and Food Carts. Box provided background information on the agenda item. Motion by Councilmember Lozinski, Seconded by Councilmember DeCramer to approve the recommendations to City Council. All voted in favor. Chairman DeCramer asked for discussion on Consider Amendments to Section 86-162 Yard Modification and 86-248 Outside Storage. Assistant Zoning Administrator/ Plans Examiner Ilya Gutman provided the background information on the agenda item. Discussion on gravel and enforcement on paved lots. Motion by Councilmember Lozinski, seconded by Councilmember DeCramer to approve the recommendations to City Council. All voted in favor. Chairman DeCramer Consider Amendments to Section 70-21 Definitions, Section 86-50 Home occupations and businesses, and Section 86-51 Bed and breakfast. Motion by Councilmember Lozinski, Seconded by Councilmember Meister to approve to City Council. All voted in favor. Chairman DeCramer asked for discussion on amendments to Section 86-96 Agricultural district and Section 86-230 Required number of spaces. Motion by Councilmember Lozinski, Seconded by Councilmember Meister to approve the recommendations to City Council. All voted in favor.
