CITY OF MARSHALL LEGISLATIVE & ORDINANCE COMMITTEE MINUTES Tuesday, August 23, 2022 MEMBERS PRESENT: John DeCramer, Jim Lozinski and Steve Meister MEMBERS ABSENT: None STAFF PRESENT: Jason Anderson, Director of Public Works/ City Engineer via Zoom; Ilya Gutman, Plans Examiner; Ray Henrikson, Building Services Coordinator and Steven Anderson, City Clerk. At 12:46 PM Chairman DeCramer called the meeting to order. Consider approval of the minutes from the L&O meeting held on June 28, 2022. Chairman DeCramer asked approval of the minutes from the June 28, 2022 meeting. Motion by Lozinski, Seconded by DeCramer to approve the minutes. All voted in favor. Member Meister arrived at 12:48 PM. HVAC license During the June 28, 2022, meeting the committee directed city staff to develop a Heating, Ventilation, and Air Conditioning ordinance. Currently under state law HVAC contractors do not need to be licensed. The local registration process is proposed to be for a period of two calendar years and cost $50 to cover expenses. State law already requires a bond, as such the bond with the State of Minnesota will need to be provided as part of the registration process. Lozinski questioned the current practice in Marshall with electricians and venting. Gutman clarified that falls under the exception under (a) (1). Motion by Lozinski, seconded by Meister to approve the proposed HVAC license and implementation. All voted in favor. At 12:54 PM motion by Lozinski, seconded by Meister to adjourn.
