MINUTES FOR THE APRIL 14, 2025, CITY OF MARSHALL LOCAL BOARD OF APPEAL AND
EQUALIZATION
5:30 P.M. CITY OF MARSHALL COUNCIL CHAMBERS
Board Members Present: Robert Byrnes, John Alcorn, James Lozinski, See Moua-Leske, *Amanda
Schroeder, *Amanda Schwartz

Board Members Absent: *Craig Schafer
Others Present: Steven Anderson, E.J. Moberg
Staff Present: David Parsons, Charlie Vos, Chelsey Mathiowetz
No members of the public attended the meeting.
The meeting was called to order at 5:30 p.m. by Mayor Byrnes. Assessor Parsons gave a brief overview
regarding changes 10 days prior to LBAE.
Parsons indicated property owner James Carr called just prior to the meeting to appeal six properties.
Parsons made a recommendation to the board to take action on the six parcels with no change, to be
able to set up a meeting with the property owner and reserve his right to bring his appeals to the County.
Brynes questioned if there would be a need to reconvene with the phone appeal. Parsons prefers to
leave it up to the board to decide due to the short amount of time to look into Carr’s appeals before the
meeting.
Lozinski questioned the overall value change for this year. Discussion was held regarding changes and
homestead exclusion.
Regarding Carr’s six parcels. Lozinski made the recommendation of no change to allow more time to
review.

the motion.
27-857004-0 – 408 Main St E - Motion by Lozinski, seconded by Schroeder. All voted in favor of the
motion.
27-857005-0 – 408 Main St E – Motion by Schwartz, seconded by Alcorn. All voted in favor of the motion.
27-857006-0 0 408 Main St E – Motion by Schwartz, seconded by Alcorn. All voted in favor of the motion.
27-857001-0 – Progress Dr – Motion by Alcorn, seconded by Schroeder. All voted in favor of the motion.
27-857002-0 – 403 Progress Dr – Motion by Moua-Leske, seconded by Schroeder. All voted in favor of
the motion.
Motion by Schwartz, seconded by Moua-Leske to adjourn the meeting at 5:54 p.m. All voted in favor of
the motion.
