MINUTES PUBLIC IMPROVEMENT/TRANSPORTATION COMMITTEE MEETING August 14, 2023 11:00 AM MEMBERS PRESENT: Schafer, Alcorn MEMBERS ABSENT: Lozinski STAFF PRESENT: Director of Public Works/City Engineer Jason Anderson OTHERS PRESENT: None Call to Order. Schafer called the meeting to order at 11:04 am. 1. Approval of the Minutes. MOTION BY ALCORN, SECONDED BY SCHAFER to approve the minutes of the April 25, 2023 Public Improvement/Transportation Committee meeting. ALL VOTED IN FAVOR. MOTION PASSED 2:0. 2. Project ST-034: Intersection Control Evaluation (ICE) for Susan Drive and TH 59. The intersection of Susan Drive just east of US 59/Main Street is an important and busy intersection in our community. The intersection is quite wide and there are numerous travel lanes designated on each leg of the intersection. The intersection is further troubled by the “free” movements into the intersection coming off Main Street. The City Engineering Department is interested in seeking proposals from a consulting engineering firm to help analyze the intersection and to perform an Intersection Control Evaluation (ICE). The purpose of the evaluation will be to recommend geometric solutions for this intersection that improve traffic flow and safety for all users of the intersection. MOTION BY ALCORN, SECONDED BY SCHAFER to recommend City staff to seek proposals from selected consultants for ICE at Susan Drive intersection east of US 59/Main Street and subsequent review by PI/T Committee and provision of award recommendation to City Council. ALL VOTED IN FAVOR. MOTION PASSED 2:0. Other Business. Discussion held on diversion of downtown traffic. Main Street is a State and federal highway so creates additional impediments. Discussion held on options for downtown events in lieu of detour/street closure. Anderson commented to check with MnDOT regarding permanent signage for post thru-59/bypass traffic options. Adjourn.
