CITY OF MARSHALL WORK SESSION MINUTES Tuesday, April 09, 2019 A Work Session of the Common Council of the City of Marshall was held on April 9, 2019 in the Professional Development Room at the Marshall Middle School, 401 South Saratoga Street. The meeting was called to order at 4:00 P.M. by Mayor Bob Byrnes. In addition to Byrnes the following members were present: Craig Schafer, Steven Meister (4:10 PM), Glenn Bayerkohler (4:10 PM), John DeCramer, Russ Labat and James Lozinski. Absent: None. Staff present included: Sharon Hanson, City Administrator; Sheila Dubs, Human Resource Manager; Director of Public Works/City Engineer Glenn Olson; Zoning Administrator/Assistant City Engineer; Director of Administrative Services, Annette Storm; Director of Community Services, Scott VanDerMillen and City Clerk, Kyle Box. 2019 Capital Improvements Director of Public Works provided discussion on future Mill and Overlay projects within the City of Marshall. Director Olson commented that there will be a bid opening for on April 18, 2019 regarding these projects. City Administrator Sharon Hanson opened discussion on several items on future capital improvement projects within the City of Marshall. There was further discussion by Council and staff on the priority items, alley improvements, park bathrooms to be located in Liberty Park and discussion on an additional parking lot located at the Red Baron Arena. Long Term Financial Plan. Director of Administrative Services, Annette Storm introduced the item to Council and provided an update. Consider Amendments to the Fund Balance Policy Director of Administrative Service, Annette Storm provided discussion on the item. There was a consensus by the Council to hold off on this item until the April 23, 2019 meeting. ADJOURNMENT At 4:56 P.M., Councilmember Lozinski Motioned, Seconded by Councilmember Labat to adjourn. Voting Yea: Mayor Byrnes, Councilmember Schafer, Councilmember Meister, Councilmember Bayerkohler, Councilmember Decramer, Councilmember Labat, Councilmember Lozinski.
