CITY OF MARSHALL WORK SESSION MINUTES Tuesday, July 23, 2019 The work session of the Common Council of the City of Marshall was held July 23, 2019 in the Professional Development Room at the Marshall Middle School, 401 South Saratoga Street. The meeting was called to order at 4:00 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: Craig Schafer, Steven Meister (4:26 PM), Glenn Bayerkohler, John DeCramer, Russ Labat and James Lozinski. Absent: None. Staff present included: Sharon Hanson, City Administrator; Glenn Olson, Director of Public Works/ City Engineer; Jason Anderson, Assistant City Engineer/ Zoning Administrator; Annette Storm, Director of Administrative Services; Karla Drown, Finance Director; Scott VanDerMillen, Director of Community Services; Preston Stensrud, Parks Superintendent; Jim Marshall; Director of Public Safety; Quentin Brunsvold, Fire Chief and Kyle Box, City Clerk. Preliminary 2020-2024 Capital Improvement Plan City Administrator, Sharon Hanson opened the agenda item and provided the background information. Director of Administrator Annette Storm provided an overview of the 5 Year Capital Improvement Plan. Administrator Hanson and Director Storm provided additional information on the City Hall Bonding process. There was further discussion by the Council and Staff on the bonding items by department. Director of Community Services Scott VanDerMillen provided discussion on Independence Back Parking Lot, Park Bath Rooms and the Aquatic Center. There was continued discussion on the aquatic center, bathrooms and parking lots by council and staff. Director of Public Safety Jim Marshall provided an overview of the Law Enforcement Center Maintenance Agreement and the future implementation of body cameras for the Marshall Police Department. There was further discussion on the shared space at the LEC and the use and lifespan of body cameras. Fire Chief, Quentin Brunsvold provided an overview of the Fire Department needs such as a refurbishing and upgrade of a pump truck, electrical change out to the fire hall, and the creation of a tactical response team for the fire department. Public Ways Superintendent Dean Coudron provided an overview of street department equipment. Director of Public Works/City Engineer Glenn Olson provided an overview of Engineering projects. Parks Superintendent Preston Stensrud provided an overview of the Parks Maintenance projects and equipment. Adjourn At 5:19 P.M., Mayor Byrnes adjourned the meeting. Mayor Attest: City Clerk
