CITY OF MARSHALL WORK SESSION MINUTES Tuesday, September 24, 2019 The work session of the Common Council of the City of Marshall was held September 24, 2019 in the Professional Development Room at the Marshall Middle School, 401 South Saratoga Street. The meeting was called to order at 5:00 P.M. by Mayor Byrnes. In addition to Byrnes the following members were in attendance: Craig Schafer, Glenn Bayerkohler, John DeCramer, Russ Labat, and James Lozinski. Absent: Steven Meister. Staff present included: Sharon Hanson, City Administrator; Scott VanDerMillen, Director of Community Services; Preston Stensrud, Parks Superintendent and Kyle Box, City Clerk. Discussion/direction on the Marshall Aquatic Center Director of Community Services, Scott VanDerMillen provided a summary of the agenda item thus far; staff reports, joint Community Service Advisory Board and City Council work session pool tour and a report provided by 292 Design Group, who provided an $8 million estimate for a new pool and bath house on the same location, have previously been provided to or discussed by the Council. Director VanDerMillen asked for direction that the council would like to take in regard to the Marshall Aquatic Center. There was continued discussion by Council on the future of the Marshall Aquatic Center and whether or not to stay in the same location or if the building should be enclosed so it may be operated 12 months out of the year. It was also discussed that it may be possible to seek out partnerships within the community to help accomplish a larger project. Donations, educating the community and a referendum vote would likely be required to accomplish this project. There was a consensus by the Council for Community Services to provide a report on whether or not a larger project on a different location was feasible.
