CITY OF MARSHALL WORK SESSION MINUTES Tuesday, October 08, 2024 The work session of the Common Council of the City of Marshall was held October 08, 2024, at City Hall, 344 West Main Street. The meeting was called to order at 4:00 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: Steve Meister, Amanda Schroeder, James Lozinski, John Alcorn and See Moua-Leske. Absent: Craig Schafer. Staff present included: Sharon Hanson; City Administrator; E.J. Moberg, Director of Administrative Services; Sheila Dubs, Human Resource Director, Laura Wing, Payroll and Benefits Specialist and Steven Anderson, City Clerk. 2025 Health, Dental, and Vision Insurance Renewals Bill Chukuske of National Insurance Services announced that he would be retiring and introduced Aaron Casper who would be taking over the City of Marshall’s account. Chukuske reviewed the current plan benefits of the city for health insurance and an analysis of the costs and claims incurred from July 1, 2022, to June 30, 2023. NIS received a substantial 30% increase in rate costs from the city’s current provider BlueCross BlueShield and were able to negotiate down to a 15% increase. As the amount was still high NIS and city staff sought request for proposals and received four proposals and four companies declined to quote. BlueCross BlueShield offered an alternate proposal that included a higher deductible plan but was only a 10% premium increase over the current plan. Chukuske recommended that the city stay with the current plan provider, Beam Dental as a rate cap was in place for 2025. The same recommendation was given for vision insurance, to continue using the current provider, EyeMed, as the premium was locked. Dubs informed the council that the employee insurance committee met on October 4, 2024, and recommended to use the alternate proposal from BlueCross BlueShield, and stay on the Beam Dental and EyeMed plans. The committee was comprised of union and non-union employee representatives. Meister asked if the reason was known why four of the providers declined to quote. Dubs and Chukuske explained that three of the providers couldn’t match our current rates, so no quote was received and Medica was a part of the SWWC Service Cooperative quote, so they didn’t feel the need to have an additional quote. Mayor Byrnes asked if there were in- network providers for eye and dental. Dubs indicated that for eye many of the businesses do take EyeMed but no dental business in Marshall held a contract with any insurance company.
