CITY OF MARSHALL WORK SESSION MINUTES Tuesday, July 22, 2025 The work session of the Common Council of the City of Marshall was held July 22, 2025, at City Hall, 344 West Main Street. The meeting was called to order at 4:00 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: John Alcorn, Craig Schafer, See Moua-Leske and Amanda Schroeder. Absent: Amanda Schwartz and James Lozinski. Staff present included: Sharon Hanson; City Administrator; E.J. Moberg, Director of Administrative Services; Sheila Dubs, Human Resource Manager; and Steven Anderson, City Clerk. Mayor Byrnes opened the meeting and explained the process that would take place to the organizations that were present. 2026 Marshall-Lyon County Library Appropriation Request Library Director Michele Leininger provided several statistics that were obtained from the library over the past few years such as media checkouts and monthly in-person visits. The library saw an increase in the number of digital books and drive through pick-ups. The Marshall-Lyon County Library requested an appropriation of $824,447 for 2026. 2026 Marshall Area Fine Arts Council (MAFAC) Community Contribution Request Charlotte Wendel went over the various program offerings that MAFAC had offered and would be offering in 2025. The Marshall Area Fine Arts Council requested $12,000 for 2026. 2026 Lyon County Historical Society Community Contribution Request Jennifer Andries, Executive Director of the Lyon County Historical Society, reviewed their 2024 Annual Report. Highlights included 26 guided school and group museum tours, over 5,000 visitors, and a grant for a collections storage rehousing project. The Historical Society requested contribution of $29,000 for 2026. 2026 Sounds of Summer Community Contribution Request Brock Klaith, President of Marshall Festivals, thanked the council for the continued support of the Sounds of Summer over the years. Because of the construction of the new aquatic center the festival would be temporarily held in the Whitney Parking Lot until their permanent home would be available again. The Sounds of Summer committee requested $10,000 in 2026. 2026 United Community Action Partnership Community Contribution Request Moberg provided the request on behalf of Nick Leske. For 2025 UCAP did not make a community contribution request as they were still awaiting the delivery of buses from previous years. All buses have now arrived and are in service. UCAP would like to replace one bus in 2026 and MnDOT would be providing funding for 90% of the estimated $130,000 cost. UCAP requested that the remaining 10%, or $13,000, be contributed towards the bus in 2026. Dubs and Moberg provided an update to the council on potentially switching to MetLife for paid family medical leave benefits. An RFP was requested and switching to MetLife could potentially save the city money with the option of a two- year rate lock guarantee. Adjournment At 4:56 PM Mayor Byrnes adjourned the meeting.
