February 10, 2014 The City Council of the City of Martinsville, Virginia, assembled on February 10, 2014 at 5:30 P.M. to tour the Northside area neighborhoods prior to their quarterly Neighborhood Focus Meeting scheduled for February 10, 2013 at 7:30pm at Chatham Hts. Baptist Church, 1235 Chatham Road. Council Members present for the tour included: Mayor Kim Adkins and Mark Stroud. Vice Mayor Gene Teague, Sharon Brooks Hodge and Danny Turner were absent. Others present included: Leon Towarnicki, Andy Powers, Coretha Gravely and a Martinsville Bulletin reporter. Martinsville City Council--NEIGHBORHOOD TOUR Northside area Meet at rear entrance to Municipal Building 5:30 p.m., MONDAY, February 10, 2014 ---------------------------------------------- AGENDA CITY COUNCIL NORTHISDE NEIGHBORHOOD COMMUNITY MEETING CITY OF MARTINSVILLE, VIRGINIA at Chatham Hts. Baptist Church, 1235 Chatham Rd. 7:30 p.m., MONDAY, February 10, 2014 Welcome 1. Conduct the Neighborhood Meeting for the NORTHSIDE area. (30 mins.) City Council Agenda Summary Meeting Date: February 10, 2014 Department: Inspections Issue: Neighborhood Community Meeting-Northside/Chatham Heights Summary: Nuisance Ordinance/Property Maintenance Our office has conducted 36 inspections resulting from violations from November 2013 to present. Demolition We are moving forward on 5 properties to complete our demo list for FY14. All other properties have been demolished by the owner or, the owner has provided us with an acceptable Plan of Action. New Enforcement Process Our office has designed the new placards that will be placed on properties in violation as proper notice and created a training program for the new inspectors. The data base for tracking the program is being finalized. We anticipate providing the training and conducting dry runs by the end of February and start the program on March 1, 2014. Attachments: Graph showing concerns, new nuisance ordinance placard Recommendations: None at this time. Property Maintenance Concerns February 10, 2014 Report Exterior Structure Grass Trash Inoperable Vehicles Exterior Structure -6 Grass-4 Trash-20 Inoperable Vehicles-6 Nuisance Ordinance/Property Maintenance 36 Inspections have been conducted due to violations since the last Neighborhood Meeting. Demolitions We are currently awaiting asbestos inspections and abatement to be completed on the 5 properties that are being demolished by the City. Once that is complete, we can proceed with demolition. All other properties on the list for this FY14 have been demolished by the owner or provided an acceptable plan of action for repair.
