Approved by the MEUB 10/24/2023 MASSENA ELECTRIC UTILITY BOARD MINUTES of Thursday October 5, 2023 Town of Massena Electric Department - 71 East Hatfield Street Present: James Shaw Andrew McMahon, Superintendent Rene Hart Matt Gray, Deputy Superintendent John Bogosian Jeff Dobbins, Treasurer Richard Maginn Margo Rochefort, Deputy Treasurer Charles Raiti – via phone Eric Gustafson, Attorney Chairman Shaw opened the special meeting at 1:00 pm. Superintendent McMahon discussed the upcoming MEUA annual meeting and the proposed budget for the MEUA. At the September regular meeting the board requested a special meeting to further discuss membership in the MEUA, prior to the MEUA’s annual meeting. As part of the discussion, Superintendent McMahon outlined the benefits of the MEUA: • NERC Compliance/Administration • Access to training for staff • Apprentice Lineman program • Representation at the state level and NYISO Mr. McMahon noted that the big item was the NERC compliance, that the Department would need to find a replacement for. This is covered in the annual dues with the MEUA and initial estimates for this work would be in the $15,000 - $18,000 range annually. Board member Raiti noted that the access to training was an item of concern to him and wanted to make sure the Department was not left without other options for the training. Superintendent McMahon noted that the trainers providing the required Safety Training were from NEPPA (Northeast Public Power Association) and the Department could contract with them directly for this training if needed. Chairman Shaw, and others, noted that with the changing landscape in the electric market it is important to work together with all the municipals and co-operatives. The overall consensus of the board was to remain in the organization for the time being. The board also asked that staff continue to update the board on communications from the MEUA and to revisit membership again next year. Motion to Adjourn Motion to adjourn at 2:10 pm.
