Regular Town Council Meeting November 15, 2017 MINUTES Minutes of a Regular Meeting of the Town Council of the Town of Massena, held on November 15th, 2017 at 5:30 pm at the Town Hall. PRESENT: Supervisor Joseph D. Gray Councilman Albert Nicola Councilman Thomas Miller Councilman Samuel Carbone Jr. Councilman Steve O’Shaughnessy ALSO PRESENT: Brenda Mossow, Frank Diagostino, Bob Beckstead-Media, Andy Gardner-Media, John Michaud III-Filming, Roger Bennett-MVEU, Aaron Jarvis-Tisdel Assoc. Supervisor opened the meeting with PLEDGE OF ALLEGIANCE. Supervisor continued the meeting with 15 MINUTE PUBLIC COMMENTS. None RESOLUTION # ___-2017 On a motion offered by Councilman O’Shaughnessy, and seconded by Councilman Carbone, and carried, To accept the Preliminary Budget as the Final 2018 Budget Carried, 5-0 RESOLUTION # ___-2017 The following motion was offered by Councilman Nicola, and seconded by Councilman Carbone, and carried, To renew Schindler Elevator Inspection agreement @ $1560.00 annually or options for a discount at additional 5 yrs @ 3%___________ Carried, 5-0 RESOLUTION # ___-2017 On a motion offered by Councilman Miller, and seconded by Councilman Nicola, and carried, To enter into an agreement with Tisdel Associates, Consulting Engineers, for the Water System Improvements for East Massena Water District @ an estimated amount of $92,000. Carried, 5-0 Page 1 of 6 Regular Town Council Meeting November 15, 2017 RESOLUTION # ___-2017 The following motion was offered by Councilman Miller, and seconded by Councilman Nicola, and carried, To renew State Snow & Ice Agreement 2017-2018 season Carried, 5-0 RESOLUTION # ___-2017 On a motion offered by Councilman Miller, and seconded by Councilman Carbone, and carried, To accept the potable Water System Proposal from Liquid Engineering for Localized Coating Epoxy Repairs at Route 37 Water Tower. Estimated 2 days to complete @ $3,250 a day. CARRIED 5-0 Additions Discussion: Highland Road Sewer: Cameras were run through pipes to see what was going on. It was discussed that flexible hoses would be used. They are heated with steam to enlarge the pipe then it hardens to line the pipes. Highland road needs to be done first and as soon as possible. Will need to go out to bid soon as to get started in May 2018. C&S engineers said they would help to put it all together. Discussion: East Massena Water: Councilman Carbone will check with Alcoa regarding the East Plant water pipe lines conditions and possibly turning over to the town of Massena. Discussion: Council Electronic Devices: Making sure $5,000 was put back in the budget for electronics for the board members. Discussion: Town Code: Councilman Miller is looking into some changes in the town code regarding blighted properties. The village has set a code and we will take a look at it. Discussion: Aaron Jarvis spoke on NY State policy on family leave at no cost to the employers but to the employees. Nikki from Northern Insuring will do a conference call with the board. Need a different carrier for long and short term with Sun Life Ins. No Action taken Carried, 5-0 RESOLUTION # ___-2017 On a motion offered by Councilman Miller, and seconded by Councilman O'Shaughnessy, and carried, To go out for bids to sell surplus equipment, a 1991 Ford Crash truck. CARRIED 5-0 RESOLUTION # ___-2017 On a motion offered by Councilman Nicola, and seconded by Councilman Miller, and carried, To accept all transfers/amendments as follows: CARRIED 5-0 TOWN OF MASSENA TOWN BOARD MEETING November 15, 2017 BUDGET & CASH TRANSFERS AND AMENDMENTS CASH TRANSFERS: TRANSFER $1,500 to the following insurance debit card account for Pre-Medicare retiree ****7266 (Georgette Davis). This transfer will allow for a portion of the Town’s share of insurance deductible deposited as needed. TRANSFER $1,500 to the following insurance debit card account for Pre-Medicare retiree ****2081 (Richard LaChance). This transfer will allow for a portion of the Town’s share of insurance deductible deposited as needed.
