The Supervisor opened the meeting with the Pledge of Allegiance. The Supervisor continued the meeting with a 15-Minute Public Comment Period. None Presentations and Discussions Linda McQuinn & Don Meissner gave an update on three upcoming fishing tournaments a) Presentation to consider Barton and Loguidice Engineers to guide town on a list of infrastructure needs; Possibly adopt a resolution to hire B&L. b) Review draft large solar farm language for town code. c) Strategic Plan, in concert with Village by Jim Murphy. d) Transfer of boat launch property on Rt 37, across from Alcoa East; from Alcoa to Town of Massena. e) Speed limit reduction on North Racquette River Road. f) Succession plan for Building Maintenance person at the Town Hall Resolutions: Resolution # 119 - 2019 Approving Minutes of the July 17 & 22, 2019 Meetings. At a cost not to exceed $11,500.00. The funds are available in the Town Clerk’s records management budget. (The assessor will be using Secure Scan for permanent tax cards at a cost of $1,300.00 and by doing the scanning at the same time we can split the $400 fee for pick up for all records.) Catanzarite Town Clerk Highway Department Made several repairs to the N. Raquette River Road, Damage from the winter. Finished prepping the Hammill Road for re-surfacing. Started the Administration Road. Received bids for surplus equipment 2002 ½ ton chev. Pickup. First bid received on June 7, 2019, bid amount of $1,247.50. Second bid received on June 12, 2019, bid amount of $500.00. With minimum bid of $1,000.00. I (Frank Diagostino) recommend that the Town of Massena Board accepts the bid for $1,247.50 for the pickup truck. Spring Cleanup went well. Tipping Fee $4,536.01, number of loads 171, Total Tons 36.47. handed out 343 coupons. Single trips 118, two trips 42 and three trips 11. Spring Cleanup previous years. 2016- Loads 256, Tons 48.71, Tipping Fee $4,925. 2017- Loads 238, Tons 40.63, Tipping Fee $4,672. Mowing roads sides and all other mowing requirements, cemetery’s etc. The St. Lawrence County painting crew is painting the Town of Massena Roads. Will install historical sign for the Massena Center Bridge the week of June 24, 2019. Massena Airport Boutique Air numbers continue to improve May 2019 864. Enplaned – 432, Deplaned – 432. Cancelled flights weather 1, other 9. Taxiway A phase 2 rehab to start on July 22, 2019. Had a construction coordination meeting on June 14, 2019. The project was supposed to start on June 14, 2019 delayed, due to wet weather. Bids received for new ARFF truck. One bid received from Oshkosh Airport Products for $350,000.00. Asking the Massena Town Board to approve bid. Bids received for new Jet A fuel truck. Skymark $224,900. Stadium $229,827, Westmor $239,500. Asking the Massena Town Board to approve Skymark for $224,900 and to make up the difference of $24,900. The NYS grant is for $180,000, Town of Massena $20,000. Short fall of $24.900. The FAA asked the Town of Massena to rebid the Massena Airport Fence Improvement and Stabilization project. The only bid came in around $1,300,000, the grant is for $550,000. We had a pre-bid meeting on June 14, 2019 at the Massena Airport. We also had a pre-bid meeting for the Parking Lot Expansion & Rehabilitation Project on June 14,2019. FAA Certification Inspection took place on May 28, 29,30 2019.The inspection went very well. FAA found two minor discrepancies. A faded Avgas100ll sign on fuel farm and some minor changes to the Airport Certification Manual (ACM). The FAA commented on how well the Airport looked and how we take their recommendations and implement them before they become issue, they enjoy their visit at the Massena Airport. The Airport Laborer position remains open. Joshua Love was hired by the Town of Massena turned down the job 3 days before he was supposed to start. I am asking the boards permission to advertise again for the opening at the Massena Airport starting on June 19,2019. Massena Library Hartford Steam Boiler performed and internal inspection of the library’s boiler on May 28, 2019. Recommendation from inspection perform and internal cleaning of tubes and burner. And observation from the last internal inspection performed on September 19, 2015 active oxygen pitting was observed. Status of the internal inspection on May 28,2019 that pitting has been eliminated at this time. The current water treatment program that has been implemented is working and should be continued.
