Town Board Special Meeting October 27, 2021 MINUTES Special Meeting Town of Massena Date/Time: Wednesday October 27, 2021 at 4:30 PM Location: Massena Town Hall ATTENDANCE: MEMBER PRESENT ABSENT Supervisor Steve O’Shaughnessy X Councilman Albert Nicola X Councilman Robert Elsner X Councilman Samuel Carbone, Jr. X Councilwoman Susan Bellor X ALSO PRESENT: Brenda Mossow, Secretary/Bookkeeper; Jeannine L. Brouse, Town Clerk; Nancy Fregoe, Massena Rescue Board Member; Joe Savoca, Library Board; Elaine Dunn-Thayer, Library Director; Patty Ryan, Library Board; Vern Brand, Assessor; Members of the Public. The Supervisor opened the meeting with the Pledge of Allegiance. Called to order at 4:30 PM 2022 Budget Discussions  Discussions were held with Vern Brand, Assessor; and with Elaine Dunn-Thayer, Library Director regarding their proposed budget requests and where possible cuts could be made.  Due to the loss of Compact Monies due to (COVID) and decreased tax revenue from 2020 to 2021 there is a deficit of $600,000.00.  If in the future the Town receives any monies due to them there can be a Budget Amendment .  Motion made by Councilman Elsner and Second by Councilman Carbone conduct Executive Session at 5:30 PM to discuss Salaries.  Return to Open Session at 6:43 PM.  Next Regular Scheduled Board Meeting is November 17, 2021 at 5:30 PM  Meeting adjourned at 6:44 PM by unanimous consent.
