The Supervisor opened the meeting with the Pledge of Allegiance.

Public Hearing: Councilman Carbone and Councilman Nicola motioned to open the Public Hearing at 5:31 PM.
Supervisor O’Shaughnessy read the following:
NOTICE IS HEREBY GIVEN that the Town of Massena will hold a Public Hearing on Wednesday, November
17th, 2021, at 5:30 PM in the Massena Town Hall, 60 Main Street, Massena, New York for the purpose of
considering a local law extending the moratorium on cryptocurrency mining operations in the Town of Massena. A
copy of the draft local law is available for public inspection at the office of the Massena Town Clerk.
Public Comments:
Sergey Karpenko, CEO of Block Scheme LLC, addressed the Board in regards to the Moratorium. He presented
detailed plans to all of the Board Members as to what his proposed company’s plans would be. He requested that
for the Board to not include his company in the Moratorium. The Board took no action and advised him that this
was a Planning Board matter.
Motion was made by Councilman Miller and second by Councilman Carbone to close the public hearing at 6:01

Adopting a Local Law to Extend the Moratorium on all Cryptocurrency Mining Operations in the Town of
Massena
Town of Massena
Local Law No. 6 of the Year 2021
WHEREAS the Town Board of the Town of Massena (the “Town”) desires to extend its Moratorium on
all cryptocurrency mining operations (as defined herein) operating within the Town;
WHEREAS the Town Board intends to enact comprehensive regulations regarding cryptocurrency
mining operations in the Town;
WHEREAS the Town Board believes that such a moratorium will protect the public interest and welfare
of the residents of the Town until such comprehensive regulations are adopted; and
WHEREAS there are currently no regulations relating to cryptocurrency mining operations, except the
current moratorium, within the Town, but the Town Board believes that such regulations can be duly considered
and adopted within six (6) months of the date hereof;
NOW, THERFORE, BE IT ENACTED AS FOLLOWS:
1. The moratorium on all cryptocurrency mining operations in the Town of Massena, County of St.
Lawrence, and State of New York is hereby extended as set forth herein. Current, grandfathered
operations are excepted from the moratorium herein extended.
2. Cryptocurrency mining is defined herein as the commercial process by which cryptocurrency
transactions are verified and added to the public ledger, known as the block chain, and also the
means through which new units of cryptocurrencies are released, through the use of server farms
employing data processing equipment. For purposes of this section any equipment which requires a
high-density load service or any server farm will constitute a cryptocurrency mining operation. High
density load service herein shall be the same as set forth in the tariff of the Town of Massena Electric
Department. Server farm, as used herein, shall be three or more interconnected computers housed
together in a single facility whose primary function is to perform cryptocurrency mining or
associated data processing.
3. This moratorium shall expire on the 28th day of February 2022.

Massena Town Board meeting November 17, 2021 Highway Department
Serviced, NYS Inspection completed and harness all plow trucks. Clean ditch on Bucktown road. Picked up plow
cover blades and carbides blades at St. Lawrence County Highway garage. Unit #49 replace transition curved pan,
mechanical seal on gear box for spreader conveyor, replaced hard hydraulic lines and hydraulic hoses on truck
frame. Unit #52 replaced air cap on hydraulic flow control valve for wing plow. Unit #22 replaced left front
wheel slack adjuster and brake chamber. Unit #50 repaired mounting bracket for hydraulic cylinder and replaced
hydraulic line on wing tower. Unit #2 replaced ball joint and tie rod on left front wheel, also had pickup truck
aligned. Installed two driveway aprons on Highland road. Inspected, repaired and replaced delineators markers on
town roads. Winterized road maintenance and mowing equipment. Repaired plow turn around on Quenell and
SH131. Dropped off and picked up all voting equipment at voting stations. J.B Brennan Company Inc. made
repairs to the Haverstock road north side that was damage during the Grasse River cleanup this pass summer. The
Highway Department will be starting shift work on November 28, 2021. Patched potholes on Haverstock road
(backway to Alcoa East Plant). Hot patched the Mall road by the McDonald intersection.
Massena Airport
Boutique Air numbers for November 2021 Enplaned 421, Deplaned 409, Total, landings 160. Cancelled for
weather 6, Cancelled other 20, Total cancelled flights 26 for October 2021. Taxiway C rehab project is complete.
Fence project is complete. Scully Overfill Prevention Monitor System that was installed on Jet-A fuel trucks (2)
and on the Jet-A fuel tank can be reimbursed through the Cares Act Funding.
All snow removal equipment has been serviced, NYS Inspection and harnessed. Airport pickup truck A12 out of
service, turbo being replaced at a local mechanic shop. Working with C&S Engineering on Pavement
Management program
Massena Library: Installed heat tape on roof to help reduce ice buildup. Worked with local plumbing contractor to

repair a leaking condensate return line for the boiler.
Massena Museum: No issues.
Massena Town Hall: Replaced transfer switch for emergency generator. replaced three phrase breaker for
elevator.
Massena Rescue Squad: Repaired lighting in mechanical room.

Sue’s Committee Reports November 2021
1. Rescue Squad: The board met on November 9th. Bills have been submitted paid by the town totaling $ 36,
734.26. Members accumulated 896 hours of service in October. Calls were reported for advanced life and
basic life support with or without transport totaling 157 for the month, and 1342 for the year, with transported
calls down by 25 compared to October 2020. Transported calls to other hospitals showed 20 to Canton-
Potsdam Hospital. This is 12.9% of total calls. Discussion ensued about the 2022 budget, the E5 reports from
August not yet received, and the vehicle sent back to Connecticut that was involved in a car accident. The
board of managers discussed a tribute to former 40 -year squad member Erik Hondusky who recently died.
The next meeting is Tuesday December 7th ,2021.
2. Library: The library board met on November 9th via zoom. Monthly business agenda items were completed as
usual. The Brasher library has transferred $2,508.86 to cover the cost of salary. The Brasher Library will go
forward as a Reading Room due to help from community members and have formed their own board. The
library has transitioned to Phase 5 Safety Plan; opening with restrictions to wear masks and will continue with
curbside delivery too. Also discussed was the Compliance Initiative Toolkit guided by the North Country
Library System. Several programs continue to do well: the children’s story time outside in the park, the
Dungeons and Dragons are very popular. Alcoa has helped with an action grant of $3,000 and in service
painting a room in basement, and the library also received a grant for their art show in amount of $3,852. The
Friends of the Library group is building a steering committee. Training of trustees is available online through
the NCLS website and the Governor also passed a law requiring library trustees to get 2 hours of training
annually, starting in 2023. They discussed problems with phone system linking to the fire dept. and liaison
Tom Miller will follow up. Their website indicates that anyone in the public may attend their meetings. The
next scheduled meeting is December 14th .
3. The Greater Massena Chamber of Commerce Board of Directors helped out at the Haunt event on October
weekends at the building. They will meet tomorrow November 18.
4. The Business Development Council cancelled their meeting on November 10th. They plan to meet Nov. 17th
and next month on December 8th
