Called to order at 5:47 PM Presentations/Discussions  John Condino gave a presentation on Part 1 of the Full Environmental Assessment for the SEQR, to change the zoning on a lot at the corner of Haverstock Road and Rt. 37 95.004-1-25.111).  Frank Diagostino gave a brief update on advertising again for a Clerk of the Works.  Town Supervisor O’Shaughnessy related that the Town of Massena has been awarded a grant in the amount of $191,070.00 for the promotion of 2022 Fishing Tournaments. He thanked James Murphy and everyone who worked on making this grant happen. Resolution 161 2021 Recognizing the years of service of Al Nicola and renaming Room 30 the “Albert N. Resolution 167 2021 Approving the Water Main Replacement Project for the East Massena Consolidated Water District WHEREAS, the Town of Massena has undertaken a water main replacement project; and WHEREAS, Tisdel Associates sent out biding documents to potential contractors on behalf of the Town of Massena for construction of this project; and WHEREAS, bids were received on June 10, 2021; and WHEREAS, John Kubricky & Sons, LLC, PO Box 603, Glens Falls, New York 12801 was deemed to be the lowest responsible bidder for this project with a total base bid of $4,485,717.50; NOW, THEREFORE, BE IT RESOLVED by the Town Board that the Supervisor of the Town of Massena authorizes award of this project to John Kubricky & Sons for a total price of $4,485,717.50. On November 30, 2021 Chubb Risk Engineering did a risk assessment audit. Have not received a report yet. Airport pickup truck A12 still out of service, turbo on back order. Airport plow truck A52 had DEF sensor in DEF tank replaced by Stadium International of Watertown service Tech. A52 back in service on12/2/2021. Airport plow truck A55 had engine injector cylinder #4 actuator 2 replaced by Stadium International service Tech. A55 back in Services on 12/12/21. Massena Library: Trane update software to prevent cyberattacks and to allow Trane to have remote access for trouble shooting. Massena Museum: Replaced missing roof singles that were blown off during Saturday evening windstorm. Page 6|7 Town Board Special Meeting December 15, 2021 Massena Town Hall Massena Rescue Squad Report Submitted by Sue Bellor Rescue Squad: The board met on December 7th. Bills have been submitted paid by the town totaling $ 39, 084.25. Members accumulated 960 hours of service in November. Calls were reported for advanced life and basic life support with or without transport totaling 192 for the month, and 1493 for the year, with transported calls down by 18 compared to November 2020. Transported calls to other hospitals showed 12 to Canton-Potsdam Hospital. This is 6.3 % of total calls. Discussion ensued about year vehicle repair costs, questions about physicals with outstanding reporting from August. The next meeting is Tuesday January 11th ,2021. Library: The library board met on December 14th via zoom. Monthly business agenda items were completed as usual. The Brasher library has transferred $2,264.63 to cover the cost of salary. The Badenhausen already has an active board, given the financial resources from charitable community members. Also discussed was the 2022 budget, the Articles of Agreement with the Teamsters, salaries for part time and director’s salary. Several indoor programs do well and they had their first live concert on Saturday Dec. 11th. The Christmas trees are set up as provided by local groups and the sewing group is meeting again. Training of trustees continues online through the NCLS. Liaison Tom Miller followed up successfully to resolve the phone connection problem to emergency departments. The board will review two new forms to consider this month adding to their plan to amend their policy manual aligning with the compliance initiative with NCLS. Their website indicates that anyone in the public may attend their meetings. The next scheduled meeting is January 11th . The Greater Massena Chamber of Commerce Board of Directors met via zoom November 18. Summer bids are in for the summer 2022 concerts in the park and letters are being sent for sponsors. All 12 weeks have been booked from June 2-August 18th. Street ornaments are planned to put up for December. A non-person fundraiser is planned. The next meeting is December 16th. The Business Development Council cancelled their meetings on November 10 and Nov. 17th and met on December 8th. Discussion ensued about the audit materials that are still with a firm in Canton and without completion; the annual meeting for nomination of officers; and the terms of board members. The exec. director updated attendees on MATA invoices, the microenterprise grant program, and the anticipated mega reunion summer of 2022.
