Town Board Special Meeting December 22, 2021 MINUTES Special Meeting, Town of Massena Date/Time: Wednesday, December 22, 2021 at 1:00 PM Location: Massena Town Hall ATTENDANCE: MEMBER PRESENT ABSENT Supervisor Steve O’Shaughnessy X Town Board Member Albert Nicola X Town Board Member Tom Miller X Town Board Member Samuel Carbone, Jr. X Town Board Member Susan Bellor X Also Present: Brenda Mossow, Secretary/Bookkeeper; Natalie A. Sweatland, Deputy Town Clerk; Elaine Dunne- Thayer, Massena Library Director; Joe Savoca, Massena Public Library Board of Trustees President; Austyn Allen, Internet Technician; Members of the Press; Members of the Public The Supervisor called the meeting to order at 1:00 PM and led the attendees in the Pledge of Allegiance. Presentations/Discussions  Library Director Elaine Dunne-Thayer and Library Board of Trustees President Joe Savoca presented their concerns about the Library’s part time employees who did not receive increases for 2022.  The Town Supervisor reported that the Town would not be taking action on the transfer of the Massena Rescue Squad to the Village as there was a “snafu” with the Village and MVEU in negotiations and the Town cannot take action until the issues are resolved. Resolution 172 -2021 Authorizing the St. Lawrence County Treasurer to Re-Levy Unpaid Water and Sewer Bills to the 2022 Tax Bills.
