Called to order at 4:30 PM Public Hearing: Board Member Miller and Board Member Facteau motion to open the public hearing. The public hearing opened at 4:31 PM. Supervisor Bellor read the following: NOTICE IS HEREBY GIVEN That the Town of Massena held the Public Hearing to hear comments from the public regarding Economic Development Small Business Microenterprise Activities There were no public comments and the motion was made by Board member Miller and second by Board Member Willer to close the Public Hearing at 4:32 PM Announcements / Notifications Supervisor Bellor informed the Board that Frank Diagostino will be retiring at the end of December 2022.. Presentations / Discussions. Supervisor Bellor read a Proclamation naming August 27, 2022 the 120th Anniversary for Alcoa. Supervisor Bellor presented this to Eowyn Doud on behalf of Arconic PROCLAMATION Declaring August 27, 2022 in Massena as Arconic Day in Anniversary of 120 Years in Massena- WHEREAS in 1902 Alcoa, formerly known as the Pittsburgh Reduction Company, established business in Massena, NY; and WHEREAS in 1907, the Pittsburgh Reduction Company became the Aluminum Company of America; and WHEREAS in November 2016, Alcoa separated into two entities, Arconic and Alcoa; and WHEREAS both companies continue separate operations in Massena; and WHEREAS Alcoa runs an aluminum smelting and casting facility; and WHEREAS Arconic manufactures extruded aluminum products; and WHEREAS Arconic supports and trains NYS Certified Apprentices in-house for Plant General Mechanic, Plant General Electrician and Machinist trades; and WHEREAS Arconic donates metal to Clarkson University for their BAJA and Formula 1 racing teams to build their cars and metal to SUNY Canton for their machining courses; P a g e 1 | 11 Town Board Minutes August 17, 2022 WHEREAS Arconic holds Manufacturing Day events with local students in conjunction with CITEC to educate students in a manufacturing career; and WHEREAS Arconic volunteers spent 200 community service hours in 2021, and donated twelve $3,000 ACTION Grants, and the Arconic Foundation granted $150,000 to local organizations; and WHEREAS The Town of Massena presents this proclamation in care of Massena Operations Manager, Eowyn Doud; and NOW THEREFORE, We, the Town of Massena do hereby recognize August 27, 2022, as Arconic Day for 120th Anniversary, and we call this observance to the attention of all of our citizens. Resolution 128 2022 Approval to join the Climate Smart Communities at no cost to the Town Model Resolution Any city, town, village, or county government in New York State can take a stand by adopting the Climate Smart Communities pledge. Local governments may amend the preamble of the pledge below, but all ten points of the pledge must be adopted verbatim by the highest body of elected officials (e.g., town board or city council). The final resolution document must include a signature from the municipal clerk verifying the authenticity of the resolution and indicating the date of passage. Local governments should then designate a primary contact person to complete the online registration form and upload the resolution by following the steps at https://climatesmart.ny.gov/actions-certification/getting-started/ . After the registration is reviewed, the community will be designated a Registered Climate Smart Community and be added to the online list. Join us! Councilmember Miller moved and Councilmember Facteau seconded that WHEREAS, the Town/Village/City/County of St. Lawrence (hereinafter “local government”) believes that climate change poses a real and increasing threat to our local and global environments and is primarily due to the burning of fossil fuels; and WHEREAS, the effects of climate change will endanger our infrastructure, economy and livelihoods; harm our farms, orchards, and ecological communities, including native fish and wildlife populations; spread invasive species and exotic diseases; reduce drinking water supplies and recreational opportunities; and pose health threats to our citizens; and WHEREAS, we believe that our response to climate change provides us with an unprecedented opportunity to save money, and to build livable, energy-independent and secure communities, vibrant innovation economies, healthy and safe schools, and resilient infrastructures; and WHEREAS, we believe the scale of greenhouse gas (GHG) emissions reductions required for climate stabilization will require sustained and substantial efforts; and WHEREAS, we believe that even if emissions were dramatically reduced today, communities would still be required to adapt to the effects of climate change for decades to come, P a g e 7 | 11 Town Board Minutes August 17, 2022 IT IS HEREBY RESOLVED that Town/Village/City/County of St. Lawrence , in order to reduce greenhouse gas emissions and adapt to a changing climate, adopts the New York State Climate Smart Communities pledge, which comprises the following ten elements: 1) Build a climate-smart community. 2) Inventory emissions, set goals, and plan for climate action. 3) Decrease energy use. 4) Shift to clean, renewable energy. 5) Use climate-smart materials management. 6) Implement climate-smart land use. 7) Enhance community resilience to climate change. 8) Support a green innovation economy. 9) Inform and inspire the public. 10) Engage in an evolving process of climate action. Cleaned ditch and replaced driveway culvert pipe at 991 N. Racquette. Started mowing roadsides on July 19, 2022, finished on August 4, 2022. Replaced 60 ft of 36” cross culvert pipe near 842 N. Racquette. Paved driving lanes on August 3, 2022, on cross culvert pipe replaced on N. Racquette. Chipped brush pile twice. Continue to install new chevron signs on N, Racquette. Dropped off and picked up platforms for Mega Reunion. N. Racquette River Road grader patched from mailbox 758 to mailbox 835. Mowed graveyards and all other required town properties, twice Working with NYPA on issues with modernization project that involves Town Roads, Pontoon Bridge, Dennison, Horton, Donaghue, Kinnie and Fregoe. Equipment Repairs Highway: #22 replaced primer bulb on fuel system. #47 replaced front dual axle seal on passenger side. #50 replaced carrier bearing on drive shaft. #52 replaced left rear dual brake chamber. Backhoe replaced 2 hydraulic lines on backhoe boom, also greased. Roller trailer replaced 2 tires. #2 rear brakes dragging, repaired. Brush hog mower replaced tire. Ordered new clutch for jumping jack tamper. East Massena waterline project update, as of COB 8/12/22. New 10” watermain installed – 17,930 ft. Number of services connected to new 10” watermain – 40 Number of new fire hydrants installed - 20 Massena Airport Boutique Air numbers for July 2022 Enplaned 464, Deplaned 452, Total 916, landings 179. Cancelled for weather 8, Cancelled other 0, Total cancelled flights 8 for July 2022. Terminal Apron rehab project completed on August 15, 2022. Finale inspection on August 23, 2022 with C&S, Rifenbury, Town. Still working with GSA and TSA on refresh for TSA offices at the Massena International Airport Terminal. Found issue with 5- 23 runway lights, regulator failed, Baseline has connected 5-23 lights to old regulator that was in the electrical vault. We have ordered a new regulator through Baseline King, ship date is September 27, 2022. Airport employees mowing all airport properties. Massena Library No issues Massena Museum No issues Massena Town Hall No issues. St. Lawrence County Highway Department will be closing the bridge on CR 37 Between the Taylor Road and CR 46 on August 8, 2022, until work is completed. Emergency Power Systems inspected the Town of Massena 5 generators. Issues: Town Hall generator needs 2 new batteries. Airport Runway generator needs 1 new battery. Will schedule replacement of batteries with Emergency Power Systems during schedule service for November 2022 (PM inspection). Town Boards approval of new service contract with Trane for the Town Hall and Library boilers. Contract starts August 1, 2022, through July 31, 2023. Jody Wenzel from the ST. Lawrence County Risk Manager for the ST. Lawrence Self-Insurance Plan preformed a risk assessment of the Town’s building on August 11, 2022. Town Highway Garage – (3) findings, all 3 have been addressed. Massena Airport ARFF & Terminal Building – (3) findings, all 3 have been addressed. Massena Town Hall – (1) finding, finding has been addressed. Town Museum – no findings. Massena Library – 5 findings, 2 findings have been addressed. Total number of findings (12), 9 findings have been addressed. There are 3 findings left to addressed, as of August 15, 2022. MED Report Submitted by Patrick Facteau The draft report from Councilmember Facteau are available in the Town Clerks Office. Museum Report submitted by Deb Willer TOWN OF MASSENA MUSEUM BOARD AUGUST 4, 2022 P a g e 10 | 11 Town Board Minutes August 17, 2022 Museum accessions: 7 in June, 10 in July. No deaccessions in either month. No books were sold. Staff was unable to report website hits due to changes in the website (Deb Willer will check on this). There were 30 visitors in June and 43 in July. The staff completed a request to copy a book for a patron and received a $50 donation for this work; the cash payment will be deposited into the petty cash account. The museum will be open 10a-3p on Saturday, August 6th for the Mega Reunion. Museum staff went over to the Chamber of Commerce building to check on the clothing items that are stored there; they were pleased to find that all the boxes were intact, with no signs of mold. The addition is progressing, with the tile floor being laid; the air conditioning unit has still not arrived. They plan to hold a “grand opening” event once the work is done and combine it with a welcome for the new historian; the board plans to invite state senator Joe Griffo as he was instrumental in finding funding for this project. The board continues to discuss an on-site storage building and a fundraising campaign. Josh presented a draft of a letter regarding the fundraising and the board reviewed it and made some modifications. Randy, Julie and Josh will continue to work on this project. Next meeting is Thursday, Sept 1 at 4:30p. Chamber of Commerce Report submitted by Susan Bellor Sue’s Committee Reports August 2022 1. The Chamber of Commerce Board of Directors met on July 21st . The Summer Concerts in the Park have been well attended and the last concert is August 18th. They begin at 6pm and end at 8pm in the Springs Park; in case of rain, they will be at St. Lawrence Centre. They thank all their sponsors. They received a grant from the SLC Arts Council for the concerts. The SLC Chamber Exec. Director, Ben Dixon, provided information on the process to merge the chambers of Massena, Canton and Ogdensburg. The formation concept includes: a feasibility study and the implementation phase. Both areas have specifics that will include status as non-profit through NYCON (NY Council on Non-Profits), a membership information campaign to explain why, along with the benefits, an in- person vote, then approvals and resolutions of merger. Each community chamber will have a half time employee who will work for county the other half of time. Sue Invited Ben to speak at the Sept. Town Board meeting for further clarification. They are also talking about a Wine and Food Festival in the fall. The next meeting is September 22nd 2. The Ethics Board is meeting on August 22, 2022 & continues on the revision of the Handbook.
