Called to order at 5:30 PM Public Hearing: Board Member Miller and Board Member Facteau motion to open the public hearing. The public hearing opened at 5:31 PM. Town Clerk Jeannine B. Miller read the following: NOTICE IS HEREBY GIVEN Proposed Local Law to Override the Tax Cap for the 2023 Budget. There were no public comments and the motion was made by Board member Miller and second by Board Member Facteau to close the Public Hearing at 5:32 PM Announcements / Notifications Supervisor Bellor extended sympathy to the families of Scott Rogers and the families of Frank Taraska. Presentations / Discussions. Supervisor Bellor read a Proclamation naming November 5th, 2022 the 125th Anniversary of The Massena Public Library. Supervisor Bellor presented this to Elaine Thayer, Patty Ryan and Joe Savoca. PROCLAMATION Declaring November 5, 2022 as Massena Public Library Day in Anniversary of 125 Years in Massena WHEREAS in 1897, the Massena Library was chartered by the New York State Board of Regents as an association library; and WHEREAS the library was located at several locations in downtown Massena, including the Massena Town Hall; and WHEREAS in 1935, the Massena Town Council decided to establish a free public library, chartered as the Massena Public Library; and WHEREAS Victor Warren left a bequest to build a memorial to his father, Henry Warren, and in 1962, the Henry H. Warren Memorial Library building was dedicated and open to the public; and WHEREAS since 1962, the Massena Public Library has added to its collection: audiobooks, eBooks, and DVDs to its book and magazines, and provided computers, internet access and research material; and WHEREAS the library has provided a foundation of early literacy to children and technology classes to seniors; and WHEREAS the library has hosted art shows, musical performances and book clubs; and WHEREAS the Massena Public Library continues to meet the needs of individuals and community groups to strengthen the educational, entertainment and social life of the community; and WHEREAS The Town of Massena presents this proclamation in care of Library Director Elaine Dunne-Thayer; and P a g e 1 | 10 Town Board Minutes October 19, 2022 NOW THEREFORE, We, the Town of Massena do hereby recognize November 5, 2022, as Massena Public Library Day for 125th Anniversary, and we call this observance to the attention of all of our citizens. Resolution - 2022 Approval from the Town Board to offer the Medicare age retirees Health care Coverage through AARP United Healthcare utilizing a Medicare Advantage Plan. This Resolution was tabled until the Retirees meet with the United Healthcare Representative. A meeting is scheduled for Thursday October 27, 2022 at 1.00 PM .There will also be two Board Members attending. Deb Willer will recuse herself from these discussions and voting. The retirees that attended the Board Meeting expressed much displeasure with the possible change to their present Insurance coverage. Racquette intersection. Repaired head wall on culvert pipe across from Forbes Road built foams and poured concrete. Repaired three areas on north bound driving lane on the Haverstock Road south of SH 37. Started mowing roads sides September 26, 2022 Chipped brush pile 2 times. Continue to sweep N. Racquette, Haverstock and Trippany Roads reason waterline project. Mowed graveyards and all other town properties, once. Continue working with NYPA on issues with modernization project that involves Town Roads, Pontoon Bridge, Dennison, Horton, Donaghue, Kinnie and Fregoe. Completed sand haul for upcoming winter. Hauled 1500 yards, 100 truckloads. Removed weeds, town beach west and east ends of beach area. Prepared trucks #4, #33, #45, #47, #50, #51, #52, #53 for NYS Inspection Picked up cover plates and carbides for plows at the St. Lawrence County Highway Garage. Repaired siding on Airport Terminal Building that was damage during the milling process of the terminal apron project. Equipment repairs Highway: #9 replaced right and left rear brakes calipers. #50 replaced broken U-bolts on right and left front springs. Dozer replaced right side tensioner for track. East Massena waterline project update, as of COB 10/14/2022 N. Racquette working on paving driveways, cleaning up yards and hydroseeding Massena Airport Boutique Air numbers for September 2022 Enplaned 386, Deplaned 412, Total 798, landings 178. Cancelled for weather 2, Cancelled other 0, Total cancelled flights 10 for September 2022. Terminal Apron rehab, Rifenbury worked the items that were identified the week of October 3, 2022, that need to be addressed prior to final acceptance of project. Have approval with GSA and TSA on refresh for TSA offices at the Massena International Airport Terminal. Carpet has been ordered, four to five weeks for delivery. Will set start date once contractor has carpet. Set one airport employee to ARFF training week of September 26, 2022. Museum Report submitted by Deb Willer UPDATES FROM OCTOBER 6, 2022 MUSEUM BOARD MEETING September activity: 12 accessions, no deaccessions. 40 visitors. 2 donations received for total of $200. Josh Davis (Historian) has been working on a grant from the Pomeroy Foundation for an historical marker for the power canal and it has been approved. Josh and Linda McDonald (Archivist) participated in the Library’s Community Organization Fair on September 28th. Discussion continued on the need for an onsite storage facility. President Joe Macaulay stated that, based on concerns about the physical location being considered, he had taken a look at some alternatives to placement of a building. Town liaison Deb Willer announced that NYS Senator Dan Stec will be in town on October 17th and will be touring the museum at around 1:15pm. Staff and board members were encouraged to be available for this visit. Chamber of Commerce Report submitted by Susan Bellor Sue’s Committee Reports August 2022 1. The Chamber of Commerce Board of Directors met on July 21st . The Summer Concerts in the Park have been well attended and the last concert is August 18th. They begin at 6pm and end at 8pm in the Springs Park; in case of rain, they will be at St. Lawrence Centre. They thank all their sponsors. They received a grant from the SLC Arts Council for the concerts. The SLC Chamber Exec. Director, Ben Dixon, provided information on the process to merge the chambers of Massena, Canton and Ogdensburg. The formation concept includes: a feasibility study and the implementation phase. Both areas have specifics that will include status as non-profit through NYCON (NY Council on Non-Profits), a membership information campaign to explain why, along with the benefits, an in- person vote, then approvals and resolutions of merger. Each community chamber will have a half time employee who will work for county the other half of time. Sue Invited Ben to speak at the Sept. Town Board meeting for further clarification. They are also talking about a Wine and Food Festival in the fall. The next meeting is September 22nd 2. The Ethics Board is meeting on August 22, 2022 & continues on the revision of the Handbook. Proof of enrollment or a current denial letter should be forwarded to the Town. .. 4)The annual membership fee for AARP is the responsibility of the retiree. .. 5)If the retiree moves to a permanent residence out of NY State, they must notify the Town immediately so that their plan can be changed to an equivalaent plan through United Healthcare in their new state.
